AMI No. 004-18 / METFP en date of 13 June 2018

1. The Government of the Republic of Madagascar has requested funding from the French Development Agency (AFD) and intends to use part of the amount thereof to make the payments under "SUPPLY AND KEY INSTALLATION INTO AN OPEN AND MULTIFUNCTIONAL INFORMATION SYSTEM FOR THE MALAGASY VOCATIONAL TRAINING FUND".

The Services will provide: the provision and turnkey installation of an open and multifunctional information system that should:
(1) Present potential project holders and other stakeholders with governance and operation the Fund;
(2) Manage budget data for the collection (in partnership with an external collector) and allocations from the Fund;
(3) Manage online application, assessment, selection and monitoring processes for various types of projects;
(4) Monitor and value the results achieved in terms of impact measurement of funded projects.

2. The BOARD OF DIRECTORS of the Malagasy Fund for the Financing of Vocational Training, delegated Project Manager, invites the Companies to express their interest in providing the Services described above.

3. The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the website of the AFD. AFD www.afd.fr.

4. The Companies concerned must produce information demonstrating that they are qualified and experienced to perform the present Services. As such, they will justify that they have recent and similar service references.

5. INTERESTED APPLICANTS may participate in the pre-selection process by submitting their application in writing.
This file will include the following elements:

i) a letter of expression of interest; ;

(ii) an administrative file comprising:
- a certified copy of the certificate of registration in the commercial register or for non-resident companies, provide equivalent supporting documents issued by the competent authorities of their country;
- Copy of the 2017 Tax Card (or documents in lieu of non-resident companies)
- Copy of the Statistical Card (or documents in lieu of non-resident companies)
- In the case of a grouping, a copy of the grouping agreement concluded by all of its members OR a letter of intention to constitute a grouping in the event that the proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The grouping intentions must specify the reference of the consultation and the representative of the group responsible for representing it vis-à-vis the Client until the date of final acceptance of the contract;
- the declaration of integrity presented in Annex A, completed and signed by the Applicant (or by all the members of the group if applicable);

(iii) a qualification file comprising:
- a general presentation of the company (or each company member of the group), detailing in particular its internal organization (areas of activity, Curriculum Vitae key personnel likely to intervene on the delivery, turnover of the last three years) ;
- the quality assurance procedures and certifications of the tenderer;
- the national and international references of the tenderer relating to similar service deliveries in sub-Saharan Africa or in developing countries during the last 05 years supported by "certificates of good execution" issued by the building owners, specifying the scope of the markets, place and year of completion.

7. The file of expression of interest, written in French, in four (04) copies, one (01) original and three (03) copies, accompanied by an electronic version on CD must be contained in an inner envelope bearing the company name and the address of the tenderer followed by the mention "Expression of interest for the recruitment of an IT service provider for the" SUPPLY AND INSTALLATION KEY IN HAND OF AN OPEN AND MULTIFUNCTIONAL INFORMATION SYSTEM FOR THE MALAGASY FUND FOR VOCATIONAL TRAINING ".
