Assignment Description

The Greater Irbid Municipality (the Municipality) intends to relocate and expand the central wholesale market for vegetables and fruits, moving it from the highly congested city center to a new, larger location south-east of the city and adjacent to major national and regional trade routes (the Project). The new site provides an opportunity to almost double the number of vendors and broaden the markets offering to establish the new market as a regional agri-business hub for Irbid. The site of the market has already been acquired by the Municipality.

IFC seeks to recruit a consultant to carry out the Prefeasibility Study (PFS) of this new wholesale market project. The PFS shall address the following key tasks:
Analyze and validate the rationale and justification for choosing the site that has been retained by the Municipality; this will include assessing the connectivity of the plot with existing road and railway infrastructures, sufficient availability of utilities (water and electricity), plan for sanitation, garbage disposal, used water treatment etc.
Quantify (volume, value) the flow of fresh produce, in the catchment area of the future market, likely to be attracted by the new wholesale market;
Based on a comprehensive statistical analysis, determine the recommended size and scope of the new market in order to adequately handle expected trade flows as well as projected commercial activity;
Select the type of functions, services and products to be covered by the relocated market (including for example growers and farmers market, end-consumer market, agribusiness logistics hub with cross-docking); and
Based on the data analysis, the Consultant will also project the likely generation of trade flows, including potentially increased cross-border trade for example with Iraq, Israel, Palestine and Syria.
