INVITATION TO APPLY FOR

ELIGIBILITY AND TO SUBMIT PROPOSALS FOR THE PROVISION OF PALAY DRYING AND MILLING SERVICES

September 20, 2019

1. The Provincial Government of Nueva Ecija (PGNE), through its Bids and Awards Committee (BAC), is now accepting applications for accreditation from local rice mills operating in Nueva Ecija who intend to submit offers and become a palay drying and milling service provider and partner of PGNE in the implementation of its Palay Price-Support Program.

2. Interested Applicants/ Service Providers may secure a copy of the Checklist of Requirements for Accreditation at the PGNE-BAC Secretariat Office, 1/F, Provincial Capitol, Brgy. Singalat, Palayan City, Nueva Ecija between 8:00 AM to 5:00 PM from September 20 to 24, 2019 (except weekends and holidays).

3. This invitation should be read in conjunction with the Terms of Reference (TOR), which is hereto attached and made downloadable, of which a copy may be likewise be obtained from the PGNE-BAC Secretariat Office.

4. Accreditation of Service Providers shall be based upon non-discretionary compliance with the specified checklist of requirements.

5. The schedule of activities pertinent to this invitation is as follows:

Availability of Checklist of Requirements for Accreditation September 20 - September 24, 2019, 8:00 AM - 5:00 PM

Submission of Accreditation Documents and Proposals September 25, 2019, 9:45 AM

Accreditation Proper and Evaluation of Proposals September 25, 2019, 10:00 AM

6. Only accredited Service Providers will be eligible for the evaluation of proposals.

7. Late proposals will not be entertained.

8. Offers shall be opened and evaluated by the PGNE-BAC in the presence of the participating Rice Millers.

9. The Province reserves the right to negotiate prices, terms and partnership arrangements with shortlisted accredited Service Providers, on the basis of which a Memorandum of Agreement (MOA) shall be drawn.

10. Likewise, the Province reserves the right to accept or reject any offer, annul the bidding process or reject all proposals at any time;
