Tenders are invited for International Pre-Selection Opinion for the Choice of Companies or Groups of Companies that will be Responsible for Work on the Kasserine and Neft Wastewater Treatment Plants.

As part of the program of rehabilitation and extension of 19 sewage treatment plants, the National Office of the Sanitation launches an international preselection for the choice of the companies or the groups of companies which will be in charge of the works relating to the plants of purification of Kasserine and Nefta.
The works are divided into lots as follows:

Lot N ° 1: Construction of the Kasserine
Lot sewage treatment plant N ° 2: Construction of the Nefta sewage treatment plant

This international procedure will be launched in two stages:
• A first stage consisting of an international call for tenders for the pre-selection of five (05) companies or group of companies for each lot, each meeting the prequalification criteria.
• A second step consisting of a restricted consultation of companies or groupings of prequalified companies during the first stage. Only companies or groups of pre-qualified companies will be invited to respond to the restricted consultation.
This file concerns the first stage of the international preselection.

The services will be co-financed by the Tunisian-German Financial Cooperation through the Kreditanstalt für Wiederaufbau (KfW), the French Development Agency (AFD) and the European Community (EC).

The participation in the preselection is open to equality, to all the companies or groups of companies able to oblige them which present the guarantees, in particular technical, financial, and the necessary references, for the good execution of the obligations which will be made, and who are not in a state of bankruptcy or liquidation or, for foreigners, in a similar situation provided for by the law of their country.

Companies or groups of companies may submit applications for the construction of the Kasserine WWTP (lot N ° 1) and / or the completion of the Nefta WWTP (lot N ° 2).
Supply, transport, assembly and testing of mechanical, electromechanical and electrical equipment for each batch must be entrusted to a specialized company.
The civil engineering services for each lot may be entrusted to a company specializing in civil engineering works, either as a single entity or in a joint venture, with the company responsible for supply, transportation, assembly and testing of mechanical, electromechanical and electrical equipment or subcontracting, declared at the level of supply.
The company specializing in civil works must present, at a minimum, approvals for the following road works and various networks:

Consistence National company Foreign company
Realization of the wastewater treatment plant of Kasserine VRD0 category 4 or VRD3 category 5 Approvals equivalent according to the law of their country of origin.
Realization of the wastewater treatment plant Nefta VRD0 category 3 or VRD3 category 4

In case of participation in grouping, the group must be solidary while indicating the role of the leader.

The new wastewater treatment plants in the city of Kasserine and the city of Nefta will be realized on unit prices (shopping list).

Companies or groups of companies interested in the present preselection can:
- Download the free preselection file on the website "www.tuneps.tn" and this for companies registered on the system of public purchases online "TUNEPS" .

OR

- Remove the pre-selection file from the ONAS Central Office located at 32 Hédi Nouira Street 1001 Tunis-Tunisia from Monday to Friday.

Tenders must be drawn up and submitted in accordance with the conditions specified in the pre-selection file, in two copies, one original and one copy. The folders must be placed in triple sealed envelopes. The administrative documents and the supporting documents accompanying the tender will be placed in a third closed and sealed envelope indicating the reference of the above-mentioned pre-selection and its purpose.

The period during which bidders will be hired by their applications is 120 days from the day after the deadline for submission of bids.

The envelope containing all the documents will be marked as follows:

Application forms must be sent in the name of Mr the President and General Manager of the National Office of Sanitation only by the following ways: by post and recommended or by rapid post or direct delivery against an acknowledgment of receipt and reach the Central Order Office of the National Office of the Sanitation, 32 Rue Hédi Nouira 1001 Tunis Republic, at the latest on 21/01/2020 at 10:00. The stamp of the Central Order Office is authentic.

Any offer received after this deadline will be rejected.
