Tender Details

A new patient safety bill will be introduced shortly. nAtional clinical audit will be legislated for. To inform the guidance that the minister for health will issue to national clinical audit groups and/or clinical auditors in relation to standard setting, the clinical effectiveness unit wishes to explore how other jurisdictions deal with this issue. This will support the ncec: in its term of reference to publish guidance in relation to national clinical audit. To assist clinical audit governance groups to fulfil relevant ncec prioritisation and quality assurance criteria as detailed in the framework for the endorsement of national clinical audit (october 2015, ncec). This will ensure quality and consistency of audit. To guide clinical auditors on decision making regarding clinical standards or clinical guideline selection. A second topic of interest in this tender relates to the ethical conduct of clinical audit. There is a perception that only research studies require formal ethical approval. However, any activity that poses a risk of psychological or physical harm to a patient will have ethical considerations, this includes a quality improvement project or a clinical audit. Currently, unlike research studies, audit does not require formal ethical approval, however any activity around patient data may have ethical considerations. The ncec wishes to explore international practice, if any, in relation to guidance or practice in relation to ethical considerations within the conduct of clinical audit. This will support the ncec: to ensure that audit governance groups understand any ethical implications surrounding clinical audit.
