Tenders are invited for Gambia: International/ National Consultant to Conduct a Situational Analysis of Children and Women in the Gambia for the Mid-Term Review.

Background
The Gambia is located on the West African coast and extends about 500 km inland, with a population density of 174 persons per square km. In December 2016, The Gambia voted in a new government. This important development came on the heels of declining indicators in many aspects of life in Gambia especially in human rights, rule of law, economic and political participation and poverty, against a backdrop of a rapidly increasing population with over a third of the population below seventeen years of age.

The recently concluded MICS has shown that, while The Gambia has also shown a considerable progress in securing children`s rights and development in a number of areas, in other areas, progress has been slow, and many children continue to be exposed to the risk of significant rights violations and an inability to thrive and achieve. Despite a strong commitment to improving children`s outcomes, as evidenced by the generally robust and comprehensive law and policy frameworks relating to children, improved outcomes for children have not kept pace.

Another important factor is disparities among regions, sexes and ages, uneven performance of The Gambia in meeting children`s rights and key development targets as results remain starkly uneven by geographic area and in terms of particular groups of children. The children from poor families, children living in rural locations and informal urban settlements, children with disabilities were found to have considerable gaps in their access to services and achievement of outcomes in health, nutrition, education, WASH and social welfare**.**

In addition, the situation affecting children is also evolving rapidly with increased complexity of interdependence of world-wide problems, including; global warming, environmental pollution, related disaster risks, urbanization, new skill set required for employability, among others. All areas can have multiple effects and impact on the children`s lives and could cause further inequity if not addressed properly.

In this evolving context within and outside of the country, updating the Situation Analysis of Children and Women (SitAn) is necessary and timely to support evidence-based strategic planning, built on existing and newly available evidence. Findings through SitAn, complementing other on-going exercises, will be used for the Mid-Term Review (MTR) for current Country Programme of Cooperation 2017-2021, and preparation of next Country Programme of Cooperation between the Government of The Gambia and UNICEF, and monitoring efforts to fulfill child rights in the country.

2. Objective

The Overall objective is to provide updated evidence for programmatic interventions and strategies to improve the situation of children and women in the Gambia.

Specific Objectives:

Examine the progress, challenges and opportunities for child rights and wellbeing including emerging areas (climate change, urbanization, 2nd decade of life)
Identify patterns of inequities and barriers; unpack the unequal realization of rights;
Identify key drivers of inequities, identifying the areas where the largest inequities lie and their causes i.e. economic and social factors, laws, norms, geography, climate changes, unplanned urbanization, gender, tribe, caste, religion and disabilities and, inequities across different age categories; through secondary data analysis
Highlighting the unreached and those at risk of being left unreached and the structural and other barriers to their inclusion in social development;
Examine and highlight inequities between groups, socioeconomic characteristics, rural/urban disparities, gender profiles, geographic locations and other dimensions;
Stipulate key findings to inform and guide future policy and planning relating to children in the Gambia and the development of more recommendations for action to feed into Mid-Term Review for current CPD 2017-2021 and preparation for next CPD.

3.Estimated duration of contract; Remuneration; Other Terms and Conditions**

The consultant will be engaged under short-term individual contract on part-time basis, for an estimated period of 33 working days from September to November 2019. Amounts and terms of payment will be negotiated based on value for money and in line with UNICEF standards. The implementation cost will be paid to the local partner in GMD while the technical consultancy cost will be paid to the contracting firm as shown on the attached TOR.

4. Qualifications & Experience required**

The Consultant must have the following qualifications:

Master`s degree in Social Sciences, Social/Public Policy Management, Economics or related child rights/well-being graduate qualifications
Demonstrated expertise and capability in country context analysis, barriers and bottleneck analysis and rights-based approaches with specific reference to children and women;
Proven record of writing situation analysis, programme and project development;
Proven experience with logical framework approaches and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), information analysis and report writing.
Understanding of the development context in The Gambia will be an advantage
Experience with UNICEF and other UN agencies will be an advantage
Professional experience in Africa will be an asset
Excellent communication and interview skills
Excellent report writing and organization skills
Demonstrated ability to deliver quality results within strict deadlines, through a proven track record.
5. How to apply**
