Tenders are invited for Niger: International Individual Consultant - Conducting the RapidPro Project Review in the Diffa region - (35 days).

Background and rationale: The humanitarian situation in the Diffa region is characterized by food insecurity, malnutrition, population movements, floods and epidemics. The region has in particular 249, 813 displaced, refugees, returned (Regional Directorate of Civil Status, July 2018). UNICEF and its partners are responding to the humanitarian needs of vulnerable populations in the region through multi-sectoral programs. In order to monitor UNICEF-supported humanitarian actions and real-time alerts in the WASH, Nutrition and Education sectors, a Real-Time monitoring platform (RapidPro) has been deployed using technology SMS, since September 2017. This project funded by ECHO has 3 results, the second of which concerns the implementation of RapidPro, which therefore aims to strengthen the humanitarian response in the area of ??nutrition, WASH, education and child protection in the Diffa region. The pilot phase of the RapidPro project will end on 31 December 2019, the deadline for ECHO funding. UNICEF and its partners have initiated since 2018, a discussion on the performance of the initiative, the opportunities for its continuity, the potentialities of some sectorial analyzes not yet sufficiently exploited, and the feasibility of scaling up Emergency zones in Diffa for each sector. These discussions are continuing, and an independent review of the initiative is needed to draw lessons for better capitalization of achievements and lay the groundwork for future actions.

Objectives : The pilot phase of the project is coming to an end. To this end, the review is a good opportunity to appreciate the results and to inform about what worked well and why, what worked less well and why, and what did not work and why in the frame implementation of this initiative. It will document the main lessons learned and best practices developed, analyze the potential for scaling up and propose recommendations. These recommendations will guide the choices of the actors for the next phases, in particular to capitalize on the achievements to reinforce the mechanisms for monitoring program performance.

Activities : At the end of their work, the international consultant must produce the following documents:

4.1. Methodological note presenting the methodology of the review and clearly explaining how the proposed approach will provide the answers to the questions and help achieve the objectives of the review. The note should contain the data collection tools with an evaluation matrix reflecting the evaluation criteria and questions. It will also include a proposal for a detailed chronogram of activities until the submission of deliverables. This document will be the first base on which the team of consultants and the sponsors of the journal will agree.

4.2. First draft Report with PowerPoint presentation summarizing the main results, lessons learned and good practices.

4.3. Final report which will contain an analytical summary of 3-4 pages presenting a brief description of the context of the RapidPro project, the objectives of the review, an overview of the methodology, the main results, conclusions and recommendations.

MethodologyThe review process will be carried out according to a combination of methods, including quantitative and qualitative methods but also the documentary review, group discussions, targeted interviews as well as direct observation notably through visits to intervention sites. In order to enrich its analysis, the International Consultant will also have to triangulate the available data from multiple sources. All this information combined will provide answers to the mentioned evaluation questions. The overall approach and the complete methodology of the review will be reviewed and refined with the National Consultant selected on the basis of the most relevant technical offer. However, in order to ensure the ownership of the results by the stakeholders, the process should be participatory. This will mainly involve defining the different levels of participation that are relevant to the exercise and identifying the different types of consultation required (institutional, technical, community, PTF etc.). This approach should result in all parties being consulted at different stages.

Minimum qualifications required:

Professional experience -Experienced experience of at least eight years in the field of project evaluation and / or development program.-Good knowledge of humanitarian intervention programs.
