Tenders are invited for International Individual Consultancy to Support Operationalization of the Inclusiveness Component of the Child-Friendly School Concept of Turkmenistan.

Background

UNESCO has defined “inclusive education” as a process of addressing and responding to the diversity of needs of all learners through increasing participation in learning, cultures and communities, and reducing exclusion within and from education. Inclusion therefore is the foundation of an approach that is based on the premise that all children have a right to quality education.

Every child has different strengths and needs and therefore it is important to modify and adapt routines and activities so that all children can participate and reach their full potential. Research indicates that meaningful inclusion will be beneficial to children both with and without disabilities.

Resources on quality and inclusive play based pre-primary curriculum and parental empowerment have been developed and approved by the Ministry of Education (MoE) for further scaling up. These resources draw on the strengths of children and help them experience success in learning and increase their self-esteem. Importantly, the MoE also approved a policy document based on international child-friendly school principles, with standards and indicators on inclusion as sectoral tools to support promotion of inclusive education approaches across primary and secondary school. However, implementation of the above standards and indicators are yet to start by the MoE.

In partnership with the St. Petersburg Early Intervention Institute. the MoE also plans to continue putting in place and strengthen ECI multi-disciplinary teams (health, education and child development professionals) across a network of 6 (six) Rehabilitation Centers and 2 ECD Centers nation-wide which will aim to ensure assessment and support of CwD and their families, informed by the social model of disability.

Once fully operational, multi-disciplinary teams of professionals will initiate development of individual learning and development plans for CwD to facilitate their transition to mainstream education facilities and their overall social inclusion.

It-s important that staff of the above selected mainstream facilities (kindergartens and primary schools) are prepared to join and work with the multi-disciplinary teams to support the transition of the children in line with his/her and support individualized learning plan. As part of the multi-disciplinary team, the primary school professionals will further support individualized learning guided by the standards of the child-friendly standards concept of Turkmenistan which will further prepare the child for transition to and learning in primary school. The above will also require operationalization of the standards and indicators on inclusion to guide development of inclusive approaches at the primary school level as part of building the continuum for development of inclusive learning across pre-school and primary school.

Within this context, UNICEF is seeking an international expert to provide technical assistance for operationalization of standards and indicators on inclusion and initiation of inclusive learning environment across selected mainstream education facilities in Turkmenistan, within the framework of the approved policy document on child-friendly school standards.

Objective and Specific Tasks



To provide technical assistance for operationalization of standards and indicators on the inclusion component of CFS in Turkmenistan and capacity development of selected education facilities in Turkmenistan for a gradual transition to inclusive education.

Specific Tasks

1. Undertake a desk review of all the existing materials, including on the current work on introduction of ECI services and child-friendly school initiative in Turkmenistan

2. Undertake an in-country visit to regional selected sites and facilities to understand the emerging services that are being provided to children with disabilities (CwD) in Turkmenistan and to identify the gaps that need to be addressed to ensure meaningful inclusion.

3. Participate in a full day meeting with professionals engaged in the ongoing provision of services for children with disabilities including the multi-disciplinary teams, pre-school and primary school specialists and parents to collect sufficient information on the needs of providers and parents

4. Prepare a draft programme agenda, training materials and resources for a three-day workshop on inclusive education, principles and approaches.

Facilitate two workshops:

1.

a. the first on approaches for selected childcare professional including child development staff, preschool and primary school specialists as well as members of the multi-disciplinary teams on inclusive education principles and approaches in line with child-friendly international principles with focus on standards and indicators on inclusion

b. The second: to reinforce the process and sequence of identification, assessment and intervention to support CwD and to strengthen the preparation of individual learning and development plans for CwD. This workshop will review the recommended practices that support CwD and their families across selected mainstream preschool and primary facilities in line with child-centred teaching and pedagogy and child-friendly international school standards to ensure high quality programmes and services for all children and their families. The workshop will also discuss ways to operationalize the standards and indicators on inclusion of the approved policy document.
