Handicap International [1] (HI) is now recognized as an NGO specializing in people with disabilities. In line with the 2025 strategy, HI sets itself the goal of supporting international cooperation actors to become more inclusive thanks to strengthened partnerships and advisory support. HI has developed a methodology and accompanying tools to support different types of actors in the implementation of inclusive policies, so that the services of these actors become accessible and inclusive for people with disabilities. 3. JUSTIFICATIVE OF THE PRESELECTION OF SWISSCONTACT

5. METHODOLOGY

1. Framework meeting between the consultant, Swisscontact, the Ministry and HI and setting up a monitoring committee;

2. Identification, mapping and stakeholder meetings, identification of links between actors;
