Tenders are invited for International Diagnostic Consultancy Inclusion with Structures Engaged in Integration and Vocational Training Activities.

Handicap International [1] (HI) is now recognized as an NGO specializing in people with disabilities. In line with the 2025 strategy, HI sets itself the goal of supporting international cooperation actors to become more inclusive thanks to strengthened partnerships and advisory support. HI has developed a methodology and accompanying tools to support different types of actors in the implementation of inclusive policies, so that the services of these actors become accessible and inclusive for people with disabilities. Offering an inclusion diagnosis to these actors is a first step to initiate a dynamic of collaboration and to increase in the medium term the impact of projects implemented on the ground in terms of inclusion.

As part of the framework agreement signed with the DGD (2017-2021), it is planned to implement inclusion diagnostics with 4 structures based respectively in Haiti, Bolivia, Cuba and Benin.

3. JUSTIFICATIVE OF THE PRESELECTION OF SWISSCONTACT

Since 2001, at the request of the Ministry of Vocational Training, Swisscontact supports the implementation of an apprenticeship system (dual model), both in training centers and in companies or craftsmen's workshops.

As part of this scheme, Swisscontact completed the funding for access to training for young people. The local device FODEFCA supports 90% of the amount, Swisscontact 10%. Training over 3 years is validated by a Certificate of Professional Qualification.

4. GENERAL OBJECTIVES

The general objective of this activity is to carry out an inclusion diagnosis in collaboration with Swisscontact, projects and vocational training schemes that the structure supports and implements, in order to measure the acceptance, recognition, participation and representation of persons with disabilities in these structures and devices .

It will also make it possible to identify avenues for better inclusion of young disabled people, for equal access to vocational training.

SPECIFIC OBJECTIVES

The diagnosis, in partnership and through Swisscontact, has the specific objective of:

· To measure the inclusiveness of the training programs offered by the Department of Technical Education and Vocational Training (DETFP) of vocational training, to propose courses of action to make training schemes more inclusive and to systematize people with disabilities

· To measure the inclusiveness of the programs implemented directly by Swisscontact, and to propose ways of action to make, overall, the organization more inclusive

· Analyze inclusivity existing infrastructures and equipment for the training of young people in each of the trades that are the subject of vocational training and propose action plans for the accessibility (physical, communicational and informational) of young people with disabilities;

· Analyze the vocational training policies and strategies of the Ministry of Vocational Training and the Ministry of Social Affairs regarding the accessibility of young people with disabilities.

5. METHODOLOGY

To achieve this mission, the intervention methodology will include at least the following steps:

Preparation phase :

1. Framework meeting between the consultant, Swisscontact, the Ministry and HI and setting up a monitoring committee;

2. Identification, mapping and stakeholder meetings, identification of links between actors;

3. Workshop presenting diagnostic issues to the partner and its stakeholders (Ministry, FODEFCA, training centers ...) and to key stakeholders (organizations of people with disabilities ...) to share the expectations, issues and links identified / to be clarified.
