I. Background and Rationale

The Republic of Djibouti, located in the Horn of Africa, at the mouth of the Red Sea and the Gulf of Aden, shares borders with Ethiopia, Somalia and Eritrea. The country has an area of ??23, 200km2. The climate is arid with an average annual precipitation of about 150 mm. The country with a population of about 948, 249 in 2017 is exposed to many natural hazards including drought, floods, and earthquakes with impacts and damage on human and economic issues. The country is also confronted with population movements mainly due to conflicts in neighboring countries, climate change and economic migration. Three refugee camps in the Ali Sabieh (Ali Addeh and Holl-Holl) and Obock (Markazi) areas host more than 29 000 refugees from Somalia, Ethiopia, Eritrea and Yemen. Displacements due to climate change and drought have not been assessed and the situation remains somewhat unknown.

Between 19 and 20 May 2018, Djibouti was affected by severe weather caused by the tropical cyclone "Sagar". Winds, heavy rainfall, and flash floods have caused flooding particularly in the city of Djibouti and its suburb of Balbala. Between 20, 000 and 30, 000 people were affected by this event. The cyclone, one of a kind in the region, has caused major damage to housing and road and school infrastructure. To respond quickly to this disaster, the government with the help of technical and financial partners (PTF) undertook a rapid assessment of the physical damage and economic losses incurred in the sectors most affected by the cyclone, and the impact on citizens, for the sole purpose of identifying the need for reconstruction and assistance to the affected population, but also to revive social and economic services. The impact of tropical cyclone Sagar on the education sector in Djibouti has been significant: (i) The cyclone has delayed holding the one-week end-of-year exams for 135, 000 students (ii) 13 primary schools, 3 colleges and a technical high school were partially damaged; (iii) the school resources and furniture of 14 primary schools, 3 colleges and a technical high school were damaged or destroyed. Faced with this situation, the Ministry of National Education and Vocational Training (MENFOP) concluded the need to strengthen the capacity of its staff on the management of education in humanitarian contexts and the development of a disaster risk reduction strategy and plan specific to the education sector to minimize the impact of natural disasters in schools.

2. Objectives

This consultation aims to:

Strengthen the capacity of 30 MENFOP staff on the management of Education in emergencies and disaster and conflict risk reduction.
Develop a national strategy for disaster risk reduction and an action plan for the education sector that helps minimize the consequences of natural disasters on education
Organize two dissemination workshops of strategy and plan in Djibouti city and in one of the regions of the interior
3. Methodology

The consultant must develop a methodological note no later than 5 days after the signing of the contract. Once the methodological note has been validated, the consultation can start properly.

The consultant will work with the team that will be set up within the MENFOP and UNICEF to develop the terms of reference and the agenda of the training of MENFOP staff on the management of education in humanitarian contexts including disaster risk reduction. He or she will advise the national team in the selection of participants to the training. This training should be based on INEE`s [1] Minimum Standards Handbook [2] and serve as a basis for the development of the School Disaster Risk Reduction Strategy and its Action Plan. .

As part of the preparation of the strategy, the consultant will have to carry out a documentary analysis taking into account the 2017-2020 education action plan, the disaster relief organization plan (ORSEC)., the Action Plan for the Implementation of the Sendai Framework for Disaster Risk Reduction in Djibouti 2019-2022, the Cyclone Sagar Assessment Report and all other relevant documents. This documentary analysis should make it possible to make an analysis of the situation and a map of the humanitarian context of the country on the basis of which the strategy will be defined. The consultant will conduct field missions to the schools and may organize, as needed, individual and group interviews with key informants including ministry officials, teachers and principals and pupils. Interviews conducted on the basis of questionnaires validated by the national team will have to take into account the type and geographical distribution of schools in the country.
