Tender Details

Tenders are invited for International Consultant for Strengthening Social Mobilization and Strategic Communication for the Expanded Program on Immunization (EPI).

1. Background and rationale

Despite significant progress in increasing immunization coverage and reducing the incidence of vaccine-preventable diseases, a significant number of children remain unvaccinated in West and Central Africa. In many countries in the region, vaccine coverage remains low and 20 of the 24 countries have not reached the target of 90% national coverage DTP3 set in the Global Vaccine Action Plan (GVAP) 2011-2020 . In CAR, vaccination coverage since 2011 has remained below 50% for the majority of antigens, although recent progress has been noted. In 2018, For example, immunization coverage at Penta-3 has improved in all regions of the country, with an increase of almost 20 percentage points, even though health districts, particularly in health regions 5 and 6, have DTP3 critical coverage rates: HAUT-MBOMOU (21%); MOBAYE-ZANGBA (17%) and OUANGO-GAMBO (13%). Even in health region 2, which is considered relatively calm in terms of inter-community violence and conflict, coverage in DTP 3 remains below 50%, notably CARNOT-GADZI (47%) and GAMBOULA (44%). In general, the weakness of vaccine coverage is partly due to the low geographical coverage of health centers offering immunization services, but also to certain social specificities and the recurrent crisis situation that the country is experiencing. Coverage is low especially among socially and economically disadvantaged groups. Poverty is often the most incriminated factor, but other cultural, ethnic, low education, gender and place of residence factors can affect access and use. immunization services.
In this context, the creation of demand remains an important component of the increase in vaccine coverage. Social mobilization is one of the important aspects to support immunization interventions, particularly in the context of the revival of the routine EPI. In 2017-18, UNICEF supported the development of a communication plan but the level of ownership by the authorities of this plan remained low. It is in this perspective that the UNICEF Office wishes to support the MSP by providing human resources for technical support to the Expanded Program on Immunization.
The EPI department has recently had a new management team with a unit in charge of communication. This new opportunity represents an opportunity not only for institutional capacity building but also for the implementation of concrete communication activities to support the increase of vaccine coverage in the country. It is also necessary to consider a social mobilization plan. On the side of UNICEF, the C4D section does not have sufficient human resources to support the EPI. It is therefore necessary to recruit external resources.
