The Republic of Congo is currently experiencing a normalization situation after more than 20 months of armed violence in the Department of Pool between Ninjas Nsiloulou Pastor NTUMI and the police. A Ceasefire and Cessation of Hostilities Agreement was signed in Kinkala (chief town of the department) on December 23, 2017, between the Government delegates and representatives of Pastor Ntumi. The Disarmament, Demobilization and Reintegration (DDR) process at the center of the implementation of the ceasefire agreement has been initiated. It opens up dialogue opportunities for peacebuilding that can effectively lead to democratic and inclusive governance and the strengthening of human rights protection.

On this momentum, the Government of Congo and the United Nations System have signed a project document "Peacebuilding and DDR Startup in the Pool Department", financed by the PBSO through the PBF and whose Implementation has been ongoing since May 2018. The project is jointly implemented by UNDP, UNFPA and UNHCR. Among the activities planned under the project is support for the creation of favorable conditions for starting a Program that meets international standards. To this end, in addition to the documentation regulating the stages of the DDR program, the project also provides for the reinforcement of the actors' capacities on the 3x6 approach of Socio-economic reintegration.

It is in this context that the UNDP uses the services of an international DDR specialist consultant, who will be in charge of this capacity building of actors on the 3x6 approach of socio-economic reintegration.




Duties and Responsibilities

· Design training modules on the three phases of the 3x6 approach;

· Develop with the RBM training officer, evaluation sheets on the knowledge gained from the training;

· Support the organizing team of the workshop, in particular with respect to the development of the ToRs and the agenda of the training workshop;

· Conduct training sessions, with practical excercises for editing project sheets relating to the stages of each phase;

· Carry out the evaluation of the knowledge acquired by the participants;

· Write the final report of the training workshop.






Competencies

· Have a perfect knowledge of MS Excel, MS Project, Powerpoint;

· To be able to undertake regular missions in the countries of Sub-Saharan Africa, in a multidisciplinary framework, under difficult conditions and under pressure;

· Ability to lead a meeting with various stakeholders and write different types of reports.




Required Skills and Experience

Education:

· Advanced university degree (Master II, or DESA, DESS) in Social Sciences, Economics, Management or other equivalent degree.

Experience:

· Have at least 7 years professional experience in project management and planning, adult and professional training;

· Experience with the United Nations System is an asset.

Language:

· Excellent mastery of French.
