Description : Uganda aspires to transform from a peasant to a modern and prosperous country by 2040. The current medium-term plan, the Second National Development Plan (NDPII: 2015/16-2019/20), set a target to achieve a lower-middle income status by 2020. However, the recent past has been characterised by moderate growth, below the ideal target. More than a half of the population still relies on a low productivity agriculture sector. With limited structural transformation achieved so far, Government has acknowledged that the 2020 development targets may not be achieved and has recognized the urgent need for reforms to bring about accelerated structural transformation. At the centre of this debate has been the need to reinvigorate the industrialisation agenda to boost growth.



Following the expiry of Uganda`s maiden policy (2008-2018) and strategy (2010-2015), the Ministry of Trade, Industry and Cooperatives (MoTIC) embarked on the formulation of a new National Industrial Policy and strategy, with support from United Nations Development Programme (UNDP). Preparation of these strategic documents has been guided by the review of the preceding policy and strategy that were supported by the United Nations Industrial Development Organisation (UNIDO). The policy is currently in the final stage of preparation and expected to be submitted to cabinet, while the draft strategy still requires significant refinement to fully align with the policy objectives.
