The consultancy will be managed by NPA Country Director with support from the NPA Colombia Deputy Programme Manager.

Context of the consulting

Colombia´s landmine and Explosive Remnants of War (ERW) problem is a result of decades of conflict with different Non-State Armed Groups and the true extent of the contamination remains unclear. According to the national contamination database, 31 out of 32 of Colombia-s departments have reported some sort of incident with mines or Unexploded Ordnance (UXO). It is believed that landmines (exclusively homemade victim-activated devices) are dispersed throughout 40% of the national territory. Between 1990 and 2016, approximately 11, 000 victims of landmines have been reported. In 2014, Colombia was the country with the second highest number of new victims registered globally.

Under Article 5 of the APMBC (and in accordance with the ten-year extension granted by states parties in 2010), Colombia is required to destroy all anti-personnel mines in mined areas under its jurisdiction or control as soon as possible, but not later than March 1st 2021. It is not on target to meet the deadline, though the current national strategic plan still envisions that Colombia will fulfil its demining obligations by 2021. The national strategic plan is currently under review by the Government.

A National Mine Action Programme has been implemented since 2002, achieving a number of developments including the creation of a mine action center, which currently sits under the office of the High Commissioner for Peace, which has established a technical framework to regulate the sector. Colombia´s mine action authority announced in 2016 its mine action strategy (2016-2021). In the document, the government has divided all municipalities into three categories of low, medium and highly mine affected areas. Of these areas, 199 have been categorized as highly affected and considered as priority for demining activities. The categorization has been determined through the frequency of IMSMA events.

The peace agreement signed between the FARC-EP and the Government in 2016, and the focus placed on mine action by the international community, created a favorable environment for demining, and there is a general consensus amongst stakeholders that demining is key for post conflict and a precondition for any further development activities in the country. Mine action is also seen as a precondition for successful transition to post conflict, and to support the reintegration of over 6.5 million registered internally displaced to return to their homes and undertake gainful employment.

Project

A situational analysis of Colombia is critical to the preparation and development of the NPA Colombia 4 year strategy (2020 - 2023). The last situational analysis (known in NPA as Impact Assessment Level 0) was conducted in 2017 and since then the context has significantly changed including the mine action authority which in January 2019 was absorbed by The Office of the High Commissioner for Peace as well as other factors such as a change of administration, increasing security concerns and a number of operational challenges for the sector.

According to The Mine Action Review “Colombia-s clearance output increased in 2017 as did demining capacity within the country, with Norwegian People-s Aid (NPA)…. commencing humanitarian demining during the year. However, Colombia-s mine action programme is still affected by bureaucratic obstacles, such as poor coordination and tasking, which are impeding efficient mine survey and clearance and putting in jeopardy the peace dividend for mine action. Colombia introduced a number of new national mine action standards in 2017, including for clearance, mechanical demining, mine detection dogs (MDDs) and technical survey, which should improve operational efficiency if implemented effectively. A number of operators experience difficulties with the processes around monitoring and accreditation, which impeded their work. There are inconsistencies in the survey and clearance data that was being reported by the Dirección para la Acción Integral contra Minas Antipersonal - Descontamina Colombia and the operators in 2017, a reflection of ongoing problems in data management”.

The availability of an independently drafted situational analysis is a requirement in the preparation of a new country strategy, which will significantly inform the development of NPA Colombia-s 2020-2023 strategic document which will be an evidence based document establishing strategic direction for the country programme considering all aspects of NPA-s Humanitarian Demining mandate.

Purpose

Conduct a situational analysis of the mine action sector in Colombia to inform the development of NPA Colombia-s 2020-2023 strategic document.

Overall Objective

To carry out a summative Situational Analysis of Mine Action in Colombia which will include three main components:

A holistic review of the current humanitarian mine action environment in Colombia;

A review of NPA Colombia-s historical programming and global mandate;

Given the above, a set of recommendations for inclusion to form the basis of the 2020-2023 strategic plan for NPA Colombia.

Profile - Education

· Advanced university degree in a relevant field of social sciences;

· Proven knowledge of mine action methodologies (toolbox approach, land release) and metrics.

· Proven knowledge of human rights-based approach to programming, gender, and equity analysis.

Experience

· At least 8 years of relevant experience in conducting analysis work in mine action sector development of analytical reports and policy documents related to landmines and humanitarian disarmament

· Proven experience in conducting and managing a national level research, including facilitation of stakeholder workshops.

· Proven experience in conducting stakeholder interviews (structured, semi-structured interviews);

· Evidence and ability to synthesize and handle large amount of information from multiple sources.

Conditions, Budget and Remuneration

· NPA Colombia will provide food and accommodation in country according to policy.

· NPA Colombia will support with necessary security protocols and local transportation to visit operational areas.

· NPA Colombia will provide office space and internet connectivity in Bogotá.

· NPA Colombia will provide a local consultant and translator to support if required.

· All documentation submitted to be in English.
