I. Background

Trafficking in human beings, as defined in Article 3 (a) of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, is a crime present in all regions of the world and Guinea is no exception .

As part of IOM`s mandate: to ensure a "Safe, dignified and orderly" migration, the organization has been working with the Guinean government since 2005 in the fight against trafficking in persons.

IOM Guinea has worked closely with the National Committee to Combat Trafficking in Human Beings and Related Practices (CNLTPPA), including the establishment of a legislative framework to effectively investigate and prosecute crimes related to human trafficking and smuggling, through the development of the current national action plan and the implementation of activities.

In 2007, IOM Guinea received first financial support from J-TIP to implement a pilot project to build the capacity of Guinean officials involved in the fight against trafficking in persons (mainly magistrates, prosecutors and prosecutors). had rs and police) and had r provided the necessary tools to investigate and prosecute traffickers. II. Objectives of the consultation :

The overall objective is to conduct a national survey on the existing policy framework and legal practices vigu had r in the country and also support the national committee to fight against trafficking and practices (CNLTPPA) to revise the National Action Plan .

III. Tasks and responsibilities

v Conduct an analysis of the trafficking court system

v Investigate the implementation of legal instruments on cases of human trafficking and its effectiveness in the sect had r judiciary in Guinea

v Make an assessment of the existing mechanisms / mechanisms on the anti-trafficking system at the national level (legal, protection and assistance level). and in the 8 administrative regions of Guinea.

v Analyze Guinean legislation against international standards, as well as areas where new research reforms are still needed

v Develop training materials (manual), modules and case studies adapted to the Guinean legal system and based on the investigation report

IV. Expected Products and Final Deliverables:

V. Process / Methodology

The consultant will receive all project documentation in collaboration with the Project Manager and the CNLTPPA, he will be responsible for designing a research methodology related to the objectives of the project.

The consultancy will have to be concluded in three (3) months, including the production of a final report.

The survey will be designed by the international consultant based regional assessment surveys Anteri had res on existing policies and practices on migration and trafficking. The consultant will work in close coordination with CNLTPPA members.

The consultant will submit a financial and technical proposal for the accomplishment of these missions

VI. Qualifications and experiences

The consultant must have the appropriate qualifications, knowledge and experience for the purpose and scope of the proposed work, including:

v Hold a superi school diploma had res in international development, legal sciences, social sciences or equivalent

v Have strong experience in the field of investigation and training as well as the design of training modules

v Good understanding of the migratory theme and migratory context in the Republic of Guinea (institutional framework, migrant rights, women`s rights, children`s rights, return and reintegration, etc.)

v Good understanding of IOM`s work

v Have a thorough knowledge of the topic of trafficking

v Have a good experience working with government authorities (Procur had r, judges, security) would be an asset

v Have a good knowledge of regional migration policy

v Have at least 5 years of documented professional experience and at least 3 years of recent international experience in outcome-based evaluations

v Demonstrate an understanding and experience in investigating trafficking in human beings.

v Have an autonomous working capacity with multi-stakeholder initiatives

v Demonstrable experience working in West Africa

v Previous experience with a UN agency would be an advantage

v Mastery of Excel, Word, Outlook including internet;

v Have good analytical, synthesis and writing skills in French and English
