CONTEXTE AND JUSTIFICATION

Background, justification and challenges

In September 2017, Chad validated and adopted a National Multi-Risk Contingency Plan (MCNP) which provides a political and strategic vision to Chad`s national response coordination framework. The MCNP describes key risks (including epidemics, floods and population movements) across the country based on the geographical incidence i.e. risk distribution by province. It helps clarify critical aspects of emergency preparedness and response management; and defines the roles and responsibilities of the institutions concerned, while respecting their official mandates.

Within the document, coordination mechanisms have been proposed at the national level. However, to make sure that this plan is endorsed locally, it is essential to link the provincial plans with the central level.In 2018, two (2) pilot provinces, (namely the provinces of Logone Occidental and Salamat), were tasked to develop multi-risk contingency plans with simulation exercises. Like other provinces of Chad, theses provinces too are not spared from hazards, including epidemics, floods and population movements. These provinces share Chad`s corridors with Cameroon, CAR, Nigeria, and Niger. Both regions are exposed to flooding due to high rainfall, the risk of epidemics (cholera), the influx of refugees, and the constant movement of internally displaced populations.

UNICEF, UNDP, and UNFPA are already supporting the Provincial Action Committee (PAC) of the Lake through the elaboration of Provincial Development Plans (PDP). It is therefore an opportunity for UNICEF to support the Chadian Government in developing provincial contingency plans in two (2) additional provinces, such as the Logone Occidental and Salamat.

The results expected from this consultation are aligned on the product 4 of UNICEF`s 2019 Annual workplan (The country is able to provide a coordinated response to humanitarian crisis and emergencies) and the outcome 4 of the UNDAF (By the end of 2021, the State adopts implements and promotes the use of social protection, child protection, crisis and disaster preparedness and management system as well as early recovery systems)

With ECHO financial support, UNICEF identified convergence areas, namely the Logone Oriental and Lac, for the continuation of Emergency Preparedness and Response Plan. These plans will help better define the roles and responsibilities of the various state structures, Governors, CPAs, CDAs, CLAs and Town Halls for better emergency preparedness and response. Additionally, with the elaboration of the Contingency Preparedness Plan approach the provincial level, would strengthen respective structures and establish better coordination between the central, political-strategic and operational levels.

It is within this framework that this consultancy will support the CPAs of Logone Oriental and Lac province in the development of contingency plans, including simulation exercises. The present terms of reference are intended to establish a comprehensive basis for the work plan of the International Consultant through the definition of objectives and expected results, including specific principles and working methods.

Under the supervision of Chief Field Operations & Emergency, the Consultant will develop, preparedness and response planning, as well as tools for monitoring and evaluation within UNICEF priority regions for the affected communities in a high-risk zones in Chad.

Key Function and related duties/tasks:

Contribute to adequate emergency preparedness measures in country office through the development and updating of country contingency plans and maintain a regional preparedness overview.
Provide guidance and support in the establishment and maintenance of Emergency Preparedness Plan for Lac and other regions and ensure effective preparedness/disaster risk reduction and readiness for response to specific emergencies is in place and up to date.
Prioritize risks by categorizing by origin based on risk assessment according to threat, seasonality, frequency, probability of occurrence, severity (morbidity and mortality), and scale of the event and propose the most probable scenarios;
In collaboration with local actors, identify the alert and activation thresholds of the plan adapted locally according to the extent of the risks in evidence and regional capacities;
Adapt the scenarios, planning assumptions, objectives and activities and monitoring indicators of the provincial contingency plan and develop specific standard operating procedures;
Identify resource needs and map the capacities of actors (government services, all UN agencies, civil society organizations and the private sector) for all provinces with well-defined roles and responsibilities in the event of an emergency operation in order to provide coordinated and consistent support through the provincial multi-risk contingency plan;
Propose a disaster coordination/management mechanism with a well-defined institutional and legal basis responsible for the implementation of the plan;
Propose a risk monitoring mechanism at all decentralized levels in the province based linking with the national level;
Advise on the formulation and development of plans of humanitarian action. Monitor compliance with emergency plans of action of all sectors and ensure quality standards. Identify the availability of resources (internal and external) in emergency prone areas to ensure a timely and effective emergency response.
Analyse lessons learnt from UNICEF`s emergency operations experience and contribute towards the adoption of the best practices and standards for humanitarian action interventions. Assist in identifying longer-term requirements of the emergency intervention/operations.
Humanitarian action

Prepare effective strategic coordination, mechanisms, that will facilitate the liaison with Government platforms, UN agencies, NGOs, donors at field level. Identify implementing/operational partners and propose implementing arrangements.
Elaborate a strategy that:
UNICEF support is effectively provided to the government platforms with respect to sectoral coordination within the framework of the sectors and cluster approach and based on the Core Commitment for Children.
Disaster prevention, mitigation, preparedness and response strategies are mainstreamed.
Elaborate a plan to enable the EPP principals to support to Country Offices and Zonal Office to initiate enhanced preparedness/DRR actions.
Technical advice on programme management related to development and implementation of emergency preparedness/DRR measures are effectively provided in close collaboration with Country and Zonal emergency program colleagues.
Support to Emergency preparedness and response strategies are mainstreamed in the country office`s workplace as well as for the Situation Analysis and the Country Programme Document.
Prepare progress reports (monthly) that will provide accurate updates on the status of the consultancy progress according to the quality and technical requirements.
Establish a weekly detection and monitoring tools as part of the risk management.
Innovation, knowledge management and capacity building

Support to the Government including the Directorate of civil protection, the Ministry of planning, the Ministry of territorial administration in strengthening the emergency preparedness and response and risk and disasters reduction system.
Develop, implement and monitor a SMS based early warning system for the collection and the management of information in relation to crisis with the implication of governmental, centralized and decentralized structures and communities. Apply/introduce innovative approaches and good practice in building the capacity of government counterparts, national companies, quality assurance supervision entities and global partners/allies/donors/academia to improve the quality of programme implementation.
Strengthen the capacity of governmental actors, UNICEF`s staff and its partners (NGOs and UN agencies) through the organization of trainings/workshops on emergency preparedness and response tailored to context of the implementation of the project
Keep abreast of new development, research, benchmark and implement best practices in emergency and knowledge learned.
Follow up the project implementation budget and ensure an optimal use of allocated resources within the limits and conditions agreed with the donor.
Deliverables

1- Enhanced capacity for 255 key actors (personnel from UNICEF, NOGs, UN Agencies, Civil Protection Department, Provincial committees, as well as Local Communities, on emergency preparedness and response with a focus on community management. The Consultant shall elaborate a Consolidated training plan, including the framework, the content (modules, materials) and the chronogram for its implementation. Indicative period: July-August 2019;

2- The contingency stock is prepositioned and coordinated in the Lake and South Regions and an operational procedure for the stock management is in place with the participation of UNICEF field offices, OCHA and the decentralized authorities (governorate, CRA and communities). Indicative period: July-August 2019;

3- A pilot project for a functional SMS-based early warning system is developed and implemented allowing timely alert on crisis and rapid response to emergencies with the participation of key stakeholders (communities, ICC, governmental bodies) in the targeted regions (Lake and Logone oriental). Indicative period: July-August 2019;

4- Two contingency plans are elaborated and adopted for the lake and the Logone oriental regions. In addition to the development of the plan, the scenario will be simulated to assess and ensure their operationality in the field. Indicative period: July-October 2019;

5- A final report including recommendations for a sustained Emergency Preparedness and Response system that maintains the local capacity in the region is produced.Indicative period: December 2019.

Work Condition

The position is based in N`Djamena with frequent travel (50%) to and other regions i.e. the Consultant is expected to spend approximatively 60 days in Ndjamena, 30 days in the Lake region and 30 days in the Logone occidental region.

The Emergency Specialist will be supervised by the Chief Field Operations & Emergency

Qualifications of Successful Candidate

Education:

Advanced University degree in one of the following fields: Social Sciences, Public Administration, International Relations, Business Administration or other related disciplines.

Work experience:

At least 8 year progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration
Experience in Humanitarian Action/DRR and international relations context is a distinct advantage.
Specialized training/experience in emergency preparedness and response management at the country/field level highly desirable.
Knowledge of UNICEF procedures and systems, particularly project design and monitoring with experience working in less developed countries.
Working experience in the UN or other international development organization is an asset (IP). Experience in national level development assistance and background/familiarity with an emergency are assets.
Language Proficiency:

Fluency in French is required; knowledge of English is an asset. Knowledge of the local working conditions and languages of the duty station is an asset.
