This assessment is also intended to provide guidance on the added value of this partnership and, therefore, its findings and recommendations will be critical in negotiating future partnerships between UNICEF and implementing partners (such as Regional Directorates and community radio staff).

II. Purpose of the evaluation

This assessment has two purposes: accountability and organizational learning.

· As for accountability, this assessment addresses the requirement to report to planners and donors (vertical accountability) and targeted communities (horizontal accountability) on the effects of these partnerships.
