Background:


The Convention on the Rights of the Child (CRC) calls upon States to protect all children against all forms of violence and abuse, without any form of discrimination. While States in this region have made progress in creating a protective environment for children throughout their national territory, existing research, reports and studies indicate that young children are more vulnerable to violence within the home than older children. Children with disabilities are also more vulnerable to violence and abuse.



Indeed, young children are often more likely to be victimized by primary caregivers and other family members because of their dependence on adult caregivers and limited independent, social interactions outside the home. Two out of three children under five years of age regularly experience violent discipline at home (psychological aggression or corporal punishment) in Latin America and the Caribbean Region; and one out of two children under five years old is subjected to corporal punishment. Extensive research on child development shows that nurturing, stimulating interactions between young children their caregivers are fundamental for healthy development and for children to achieve their full potential.



The WHO-UNICEF ‘Care for Child Development’ (CCD) is an evidence-based approach designed to strengthen the skills and confidence of caregivers to have positive and responsive interactions with their children from 0 to 3 years old through basic activities of play and communication. The CCD approach has been implemented in the LAC region since 2012. Approximately ten countries are implementing CCD through a variety of existing services, such as health, ECD, early education, social protection, early intervention, etc. Furthermore, CCD has already been implemented in 49 countries worldwide with different adaptations demonstrating wide acceptance and adaptability in low income countries and vulnerable settings. Providers of a variety of child and family support services use the CCD framework to support child development and more effective, responsive caregiving.



UNICEF LACRO and PAHO/WHO have been collaborating since 2012 to adapt implement the Care for Child Development approach in response to the specific contexts of the Latin American and Caribbean region, based on countries needs and experiences. As a result, a CCD Roll Out Guide has been developed to support UNICEF Country Offices to develop coherent strategies to implement CCD in collaboration with their government counterparts. We require a user-friendly version of the document that could also become an interactive tool in the future, as UNICEF LACRO is planning on developing an online CCD platform.

To qualify as an advocate for every child you will have…

Education:

§ Advanced University degree in education, social sciences, international development or a related field.

Work Experience:

§ Eight years of professional work experience at the national and international levels in education, knowledge management and/or planning related fields - experience working with UNICEF before would be an asset.


Languages:

§ Fluency in English, including excellent writing and analytical skills.


Technical Knowledge:

§ Current expert knowledge on education, pedagogy, knowledge management, or planning, especially related to strategy development;

§ Demonstrated knowledge and experience in developing training manuals/modules/curriculum, training materials etc

Other skills and Attributes:

§ Capacity to work in stressful conditions.

§ Flexibility and adaptability to shifting conditions and work demands.

§ Capacity to communicate effectively and work collaboratively with RO and CO colleagues and external partners.

§ High level of Integrity and commitment to UNICEF`s mission and professional values.

§ Analytical and conceptual ability, negotiating, communication and advocacy skills.

§ Strong organizational, planning, and analytical skills

§ Excellent written and verbal communication in English.

§ Good judgment, initiative, high sense of responsibility, tact and discretion.

§ Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Supervision

This consultancy will be supervised by the LACRO ECD Manager with support from the ECD Specialist and the ECD/Early Learning Officer.

Consultant`s workplace:

The consultant will work from home, in regular communication with the supervisors through telephone and e-mail and other means.

Duration:

The consultancy will take place over a period of 28 days. Estimated start date of this individual contract is: September 2nd, 2019

Travel (if applicable)

This consultancy will not require any travel arrangements.
