Tender Details

Tenders are invited for Installation of Domestic Water Meters in Micro-District Amir-Temur, Ak-Tilek and Dostuk of Osh City.

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 18 December 2018.

Oshgorvodokanal Municipal Enterprise (water company) of the City of Osh (hereinafter referred to as “the Employer”) intend using part of the proceeds of a loans from the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) and grants from EBRD Water Fund and European Union-s Investment Facility for Central Asia (EU IFCA), administered by EBRD, towards the cost of the Osh Water and Wastewater Rehabilitation Project (Phase II).

The Employer now invites sealed tenders from Contractor s for the following Contract to be funded from part of the proceeds of the loan:

«Installation of domestic water meters in micro-district Amir-Temur, Ak-Tilek and Dostuk of Osh city»

Iincluding the following works:

Installation of 9753 individual water metering units (r/c inspection chamber with a special cover, water metering sets with all fitting), in accordance with the description provided in the detailed drawings, bill of quantities and technical specifications.

Construction sites are located in district Amir-Temur, Ak-Tilek and Dostuk of city of Osh, Kyrgyz Republic.

Works will be carried out under FIDIC Conditions of Contract for Construction - Red Book, First edition 1999.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must substantially satisfy the following minimum criteria:

1. Average annual construction turnover for the last three years? (2015, 2016, 2017)?

Equal to or more than EUR 3, 300, 000.00

2. Should have completed at least two similar woks during the last 5 years? (2014, 2015; 2016; 2017, 2018),

with value: Not less than EUR 1, 990, 000.00

3. Litigation: Should not be more than 50 % of the net worth

The contract is expected to be completed within 510 days plus Defect Notification Period of 36 months.

In order to provide additional information on the tender procedure, the goods to be supplied and the works to be performed, a pre-tender meeting shall take place as follows. The Tenderers- participation at the pre-tender meeting is highly recommended.

A pre- tender meeting will be held at The Employer-s office as per address mentioned below on 11 March 2019 at 11:00 am.

Tenders must be delivered to the address below, before 11:00 local time, on 25 March 2019.

All Tenders must be accompanied by a Tender Security of the amount EUR 49, 000.00 as or its equivalent in a convertible currency.

Tenders will be opened in the presence of the Tenderers- representatives who choose to attend at the address below at 11:00 local time, on 25 March 2019.
