INSTALL PIPELINES AND REHABILITATION OF ROADS AND DRAINAGE INFRASTRUCTURE INVITATION FOR PRE-QUALIFICATON OF CONTRACTORS

The Government of Jamaica (GOJ) has received financing from the Caribbean Development Bank (CDB) - United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF), in an amount equivalent to £35, 515, 000 towards the cost of the Essex Valley Agriculture Development Project (EVADP) and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOJ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF) is the Executing Agency responsible for the overall implementation of the Project. A Project Execution Unit (PEU) has been established to coordinate the various activities within the Project. The PEU intends to prequalify contractors for the Install Pipelines and Rehabilitation of Roads and Drainage Infrastructure. It is expected that Invitations to Bid will be issued in July 2020.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and is either:

(a) More than 50% beneficially owned by a citizen or citizens and/or a bonafide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or

(b) Owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible countries are member countries of CDB.

The requirements for pre-qualification will include:

(a) An average annual turnover (defined as billing for works in progress and completed) over the last fi ve years of at least seventeen million, eight hundred thousand United States Dollars (US$17, 800, 000);

(b) Demonstrable cash fl ow (including access to credit) of two million, two hundred thousand United States Dollars (US$2, 200, 000) equivalent; and

(c) Experience as prime contractor in the construction of at least two assignments of a nature and complexity comparable to the proposed project activity within the last five years, each of a value of at least nine million United States Dollars (US$9, 000, 000) (to comply with this requirement, works quoted should be at least 80 per cent complete).

Interested eligible applicants may obtain further information at the Project Execution Unit at the address below, Monday to Friday from 8:30 a.m. to 4:00 p.m.

Pre-qualification submissions must be in English and must be submitted by 1400 hours or 2:00 p.m, local time on Tuesday, May 26, 2020. A complete set of the pre-qualification documents in English may be obtained by interested applicants through the following means:

• Documents may be obtained by prospective bidders by sending requests to the email address: procurement.evadp@gmail.com. The email subject must be clearly marked: “Request for Pre-qualification Documents for Install Pipelines and Rehabilitation of Roads and Drainage Infrastructure for the Essex Valley Agriculture Development Project” along with the name, address (including email contact) and contact information of the bidder for which Prequalification Documents are being requested.

There are two options for submitting prequalification information. These are:

(a) By electronic submission to both email addresses indicated below. The “Subject” field of the email message must read: “Application to Pre-qualify for Install Pipelines and Rehabilitation of Roads and Drainage Infrastructure”. The submission will be deemed to have been received at the time that it is received by MICAF. The burden of proving receipt of the email will be on the applicant and will not be met solely by a read receipt or sent items report generated by the bidder-s computer.;

OR

(b) One hard original and three hard copies in a sealed envelope addressed and delivered to the address below. The sealed envelope containing each submission must include the name and address of the applicant and be clearly marked “Application to Pre-qualify for Install Pipelines and Rehabilitation of Roads and Drainage Infrastructure”.

Late applications will be returned unopened to the Applicants. MICAF will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.
