THE GLOBAL FUND SOURCING APPLICATION
1. For audit and efficiency purposes, this RFP process is being managed electronically,
and bidders are required to submit their proposals in the following URL for Sourcing

2. Proposals must be submitted in TGF Sourcing Application, and received by the Global
Fund by the RFP Closing Time and at the RFP Closing Date, all as indicated in the
above RFP Information Table.
3. In case, you do not have a Supplier Id in TGF Sourcing Application, please send an
email with sufficient notice to solicitation@theglobalfund.org with the following
title in the subject:
o “TGF-20-118 - Request for login user id creation in TGF Sourcing / iSupplier
portal - Put your organization name”.
4. Unless otherwise indicated, proposals shall be submitted in pdf and should be divided
in two separate folders, one containing your cost proposal and one containing your

REQUEST FOR PROPOSAL
IT CONSULTANCY SERVICES
1. Introduction
1.1. Objective
The purpose of this RFP is to identify vendors that can provide IT management and operations
consultancy related services on an as-needed basis. These Vendors will be awarded Indefinite
Quantity Contracts (IQC) or Framework Contracts for an initial period of 3 years with an
option to extend for up to a maximum of 3 more years subject to satisfactory performance.
The Global Fund will issue individual Purchase Orders to the vendor under these IQCs to cover
cost of specific projects related to the services described herein. Such Purchase Orders will
specify the scope of Services to be performed, time of performance, the price, and other aspects
of that assignment. The Global Fund may issue Purchase Orders under these IQCs on either
time and material or a Fixed Price basis. The details of the first two assignments to be covered
by the IQC are included in this RFP (cf. Annex 1)
The initial engagement, as outlined in Annex 1, is expected to:
• Within the scope of the IT Transformation Phase 2, to support the implementation of
the new internal IT governance related process.
• Support the change management activities related to the transformation.
• Provide advisory services for the establishment and operationalization of the Vendor
Management Office
1.2. Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) was created to
significantly increase resources to fight three of the world-s most devastating diseases (AIDS,
Tuberculosis and Malaria), and to direct those resources to the areas of greatest need. As a
partnership between governments, civil society, the private sector and affected communities,
the Global Fund represents an innovative approach to international health financing.
The New Funding Model, implemented from 2014 onwards shifted the Global Fund to an
allocative process that distributes funding to countries with the greatest burden and least
ability to pay.
The Global Fund operates with three core principles: partnership, country ownership and
performance-based funding. B
