The naval facilities engineering and expeditionary warfare center (navfac exwc) will hold an industry day, tentatively scheduled for 12 september 2018, to seek feedback on the draft request for proposal (rfp) for the global petroleum oils and lubricants (gpol) multiple award construction contract (macc).
Potential offeror-s are requested to view the draft solicitation and provide comments or questions prior to the industry day; so the government team can be prepared to answer the questions or respond to comments.
The current intent is to issue the rfp using the two-phase design-build procedures listed at far 36.3. The estimated value will be $880, 000, 000 (shared capacity among all awardees), with an order period of 60 months.
While this is an unrestricted acquisition, there is a reserve for three small business concerns. Post-award, projects that are performed in the 50 united states and below $2, 000, 000 will be restricted to just the small business reserve. Orders above that threshold and / or performed outside of the 50 united states will be open to all macc holders (awardees). Navfac exwc plans to award three unrestricted contracts and three small business reserve contracts. Prospective awardees must have an aggregate bonding capacity of $15, 000, 000 or more. The current contract expires on 29 february 2020, so the intent is to have all contracts awarded prior to that date.
The solicitation-s acquisition plan is still pending approval by the deputy assistant secretary of the navy - acquisition and procurement (dasn-ap).
Likewise, the solicitation and evaluation factors have not received the higher level review; thus changes to the acquisition strategy, ordering period, and evaluations factors may be dictated.
The original synopsis utilized n3943018r2035, but the attached rfp utilizes n3943018r2014. At the time the rfp is actually issued in fiscal year 2019, the number will change again.
