Background

The child population in El Salvador is made up of 2.1 million people under 18 and represents 32.5% of the total population, according to data from the General Directorate of Statistics and Census (DIGESTYC).

The country is also recognized for its high rates of violence. Recent figures reflect that the incidence of violence against girls, boys, adolescents and young people has increased substantially in the last decade. In 2018, according to statistics from the Institute of Legal Medicine, it reports 8.3% of all homicides committed in the country were against girls and boys. In the case of girls, violence is manifested largely through sexual assault; In 2017, 3, 138 complaints of sexual crimes against children and adolescents were reported, according to data from the Attorney General`s Office, a figure that corresponds to 74% of the total sexual crimes reported nationwide.

The violence experienced by children and adolescents is accentuated in the closest spaces and should be the most protective, such as family, school and community. According to the Survey of Multiple Indicators by Clusters (MICS) 2014, 52% of girls, boys and adolescents were subjected to psychological aggression or physical punishment during the month prior to the survey.

One of the consequences of the situation of violence in the country is the high rate of migration of Salvadorans abroad, especially of girls, boys and adolescents who are forced to undertake the migration path and expose themselves to the risks and dangers of traveling north. .

Justification

In the protection component, and especially in the areas of violence prevention against children and adolescents at the local level and protection of migrant children, UNICEF develops different initiatives that combine strategies that involve the execution of projects and programs with various key actors, both nationally and locally. In order to obtain the expected results, it is necessary to strengthen the monitoring of activities at the local level, and to closely monitor the implementing partners such as the mayors and the various partners at the local level, including NGOs, civil society and the private sector.

In addition, members of the educational community, mothers, fathers and family referents, students and teachers in educational centers, as well as the community are involved and, therefore, it is necessary to develop a complex coordination and monitoring work in the different intervention municipalities to achieve the expected results. Therefore, the Protection Specialist needs support in the follow-up of an adequate programmatic implementation of the following specific activities:

i. Prevention of violence against children and adolescents

The contractor will support the implementation of the Violence Prevention Strategy at the local level in some of the fifty municipalities prioritized in the El Salvador Seguro Plan (PESS) as the most violent in the country. In each municipality, work will mainly be carried out to support local authorities in strengthening the institutions of the local system for the integral protection of children and adolescents, in the recovery and revitalization of public spaces, in the strengthening of the protective capacities of communities and families and in the implementation of a system of identification, care, referral and follow-up of cases of children and adolescents with protection needs.

ii. Protection of migrant children and adolescents

The contractor will also support the planning, monitoring and expansion of UNICEF programs to mitigate the underlying causes of irregular migration of children and adolescents and facilitate the return of those who have been deported, creating protective environments and safe and generating educational, vocational and recreational opportunities to support reintegration. It will work in coordination with the other areas of the office to create a replicable and scalable intervention model.

How can you make a difference?

Specific objectives

The contractor will work under the supervision of the Protection Specialist and the main specific objectives are:

· Support the implementation and monitoring of violence prevention interventions at the local level.

o Site visits

o Technical support to municipalities and civil society at the local level.

· Support actions for the protection of migrant children

o Support with follow-up to partners locally.

o Regular meetings with partners.

· Support the monitoring of the implementation of other projects in the protection area.

· Support the development of new project proposals, donor reports and other program documents.

· Participate when required, in the relevant inter-institutional and inter-agency coordination spaces.

Methodology

The contractor will work under the supervision of the Protection Specialist and work in coordination with other areas of the office.

The contractor will make weekly field visits to review the development of the programmed activities and the fulfillment of the goals and expected results of the different projects in the protection area, as well as to receive follow-up guidance. It will develop periodic meetings with the partners and associates for the good performance of the planned activities in each of the signed work plans.

Products to deliver

§ 5 monthly progress reports on the programmatic implementation of UNICEF actions in violence prevention projects, migration and in the other areas required by the protection specialist.

§ 1 final report of the activities carried out during the hiring period.

Contract period

The hiring will be full-time and for a period of six months from the date of signing the contract.

Working conditions

The contractor will remain 50% of the effective time of field work and 50% in the office.

The contractor will have a space in the office and will be provided with the electronic equipment (laptop, landline and cell phone) necessary to do their job.

It will also have UNICEF official ID, intranet access and email address to more easily communicate with local counterparts. The office will provide local transportation for monitoring visits.

For the payment of the products, the approval and approval of the technical team in charge of the follow-up must be available.

The contract is for service and does not represent a direct or permanent employment relationship, does not cover life insurance, insurance for medical services or other benefits for which the bidder is responsible

UNICEF reserves the right to withhold all or part of the payment if the performance is unsatisfactory, if the work / product is incomplete, it is not delivered, if it does not meet UNICEF quality standards, and / or if they are not met. the deadlines provided in these TDRs and in the contract.

Profile Required

· University degree in legal, social or related sciences.

· With at least 3 years of verifiable work experience on issues of child protection such as: prevention of violence against children, and protection of unaccompanied migrant children and adolescents, with international, national and / or organizations or development premises.

· With at least two years of experience in managing and coordinating social development projects or programs at the local level and skills for planning, organization, and monitoring of programmed activities with the different national and local actors. And knowledge about local development, violence prevention, gender, rights approach and citizen participation.

· Capacity and disposition for teamwork. Excellent interpersonal and leadership relationships. Dynamic, proactive person with a high degree of initiative and responsibility. Communication skills.

· Experience in the preparation and writing of reports and management of basic computing packages and statistical analysis.

· Proven knowledge of Spanish and English.

· With experience working in international organizations, preferably with the United Nations.

· Affinity with the values ??of the United Nations and UNICEF.

Estimated budget

The economic offer will be canceled through monthly, fixed, overdue and successive fees, upon presentation of the corresponding progress report, which must be approved by the Protection Specialist.

The contractor must indicate his monthly economic expectation in the corresponding service offer.

The contract start date will be agreed by mutual agreement between the parties.

Confidentiality of information

All information collected during the work of this contract, both qualitative and quantitative, as well as the analytical documents produced, are the property of UNICEF and may not be used in other spaces without prior authorization from the Protection Specialist.
