Background
The Multiple Indicator Cluster Survey program, known as MICS, is an international program developed and supported by the United Nations Children's Fund (UNICEF), with the objective of collecting data on childhood, adolescence and women, who can evaluate the progress and challenges in the fulfillment of their rights.

In the last 20 years, the MICS has evolved as the changing data needs determine, going from just 28 indicators in the first round (in 1995), to more than 200 in the current round (the sixth), thus becoming a key source of data on childhood, adolescence and women (health, education, pregnancy, nutrition, etc.). In addition to being a tool for gathering information to monitor progress in achieving both national commitments (such as those of the National Development Strategy), as well as global commitments, such as those emanating from the Convention on the Rights of the Child and the Sustainable Development Goals (SDG), promoted by the United Nations.

Since the start-up of MICS, more than 300 surveys have been conducted in more than 100 countries. As part of the global effort to develop national capacities to generate and analyze high quality and disaggregated data, UNICEF promotes the participation of the Dominican Republic in the sixth round of MICS, for which it has negotiated with the Ministry of Economy, Planning and Development (MEPyD), and the National Statistical Office (ONE), the completion in 2019 of a survey with the MICS model, within the National Household Survey program called ENHOGAR. This new survey will be in line with the list of indicators of the SDGs approved by the United Nations Statistical Commission in 2016, following the worldwide adoption of the 17 SDGs and 169 objectives of the 2030 Agenda for Sustainable Development.

The MICS model, which covers almost half of SDG indicators based on household surveys, is well positioned to play a central role in this new Agenda along with other demographic, health and socio-economic surveys and to supplement data from administrative sources and the censuses.

The UNICEF Office in the Dominican Republic has supported four MICS surveys in the country (2000, 2006, 2009 and 2014), three of which have been completed by the ONE. UNICEF supports a MICS by 2019, as part of the sixth round. To ensure that the implementation of the MICS survey runs smoothly and the corresponding deadlines are met, and for ONE to receive the necessary technical assistance to produce statistically reliable and robust data, UNICEF will hire a full-time consultant to oversee the MICS process., from the preparatory work to the publication of the final results.

The MICS 2019 survey will be conducted using the CAPI (Personal Computer Assisted Interview) resource, in which the interviewer uses a tablet to record the data. CAPI data collection reduces the time needed to collect and process survey data, facilitates real-time monitoring, improves data quality, and reduces survey costs.

Purpose of the work

Under the overall supervision of the UNICEF Monitoring and Evaluation Officer and the ONE Survey Officer, the MICS Operational Coordination Consulting (CCO) will support and provide guidance to UNICEF and ONE for the preparation, implementation and finalization of the ENHOGAR-MICS 2019 survey. It will also advise the ONE, especially its Head of the Surveys Department and the experts in sampling and data processing, during the planning of the survey, the adaptation of the questionnaires, sampling, training, work field, data processing, data analysis, dissemination and archiving, ensuring that protocols and recommendations of the MICS model are followed at all times. The CCO will communicate effectively with UNICEF and ONE,

The consultancy will be responsible for coordinating and supporting the work of any other specialist person hired by UNICEF to provide technical assistance to the ENHOGAR-MICS 2019; and will work in close collaboration with the ONE survey team, the stakeholders and the previously defined Technical and Management Teams or Committees. It will also represent UNICEF in meetings and workshops related to the survey, as needed.

Main tasks related to work

Provide technical, operational and managerial support to the ENHOGAR-MICS 2019 survey;
Present the MICS methodology, its tools, protocols and guidelines to allies and stakeholders (for example, Government Institutions, NGOs, UN System Agencies, etc.);
Finalize and supervise the implementation, in collaboration with national partners and UNICEF, of the Plan and Budget of the Survey, including the schedule;
Supervise each stage of the survey process, ensuring that all MICS protocols and standards are followed, with greater emphasis during training and field supervision visits and the processing of information;
Communicate periodically with UNICEF Dominican Republic, responding diligently to all issues related to the ENHOGAR-MICS 2019;
Provide biweekly updates on the activities of ENHOGAR-MICS 2019 to the UNICEF Office in the Dominican Republic;
Coordinate the work of the specialists of the ONE and the Regional Consultants of UNICEF and other specialists assigned by UNICEF to support the different stages of the survey;
Ensure that external technical reviews of experts (for example, the Regional Sampling Consultant, Regional Data Processing Consultant and Regional Household Survey Consultant) are carried out in the key stages of the survey and coordinate the return and response between UNICEF the ONE;
Ensure that all documents and deliverables related to the survey are properly archived throughout the survey process (for example: Memorandum of Understanding, Survey Plan and Budget, questionnaires, manuals, sample design, Reports of training / pre-testing, expert reports, application of CAPI, tables of production and tabulation plans, syntax, data sets, Report of Results of the Survey (and Final Report), dissemination materials, etc.);
Participate in all meetings of the Teams and / or Committees of the ENHOGAR-MICS 2019;
Participate and / or contribute to the MICS Regional Workshops;
Ensure that lessons learned, problems and good practices are documented throughout the ENHOGAR-MICS 2019 process and shared in a timely manner with the Monitoring and Evaluation Officer through all available means.
Specific activities

In consultation and collaboration with UNICEF and ONE, the consultancy will be responsible for ensuring that the following activities have been undertaken following the MICS guidelines and the operational capabilities of the ONE, contributing to the coordination of these activities:

Survey planning:
An assertive dynamic of work is established with the actors and directives of the survey;
An assertive working dynamic is established with the Team / Technical Committee composed of all relevant technical experts;
The Plan and Budget of the Survey, including the calendar, are finalized and shared with all interested parties;
The aspects outlined in the Memorandum of Understanding and Work Plan 2019 between UNICEF and ONE are achieved;
Survey supplies are acquired and distributed in time for training and data collection (eg: tablets, water quality measurement kits, scales and weights, etc.);
Sample design:
The UNICEF Regional Sampling Advisor receives the necessary information and the visits are well managed and coordinated within the survey plans;
The design of the sample is finalized by the ONE sampling expert with the guidance and review of the UNICEF Regional Sampling Consultant;
The UNICEF Regional Sampling Consultant reviews and analyzes the listing and mapping materials and the operations and carries out the weightings according to recommendations of the MICS model;
MICS questionnaires:
Appropriate staff from UNICEF, the ONE and the Team / Technical Committee participate in the review of the adaptation of the questionnaires of the ENHOGAR-MICS 2019;
The selected modules address the existing data gaps in the country related to the MICS model, the National Development Strategy (END) and the Sustainable Development Goals (SDG), according to institutional capacities;
Questionnaires go through a process of translation and reverse translation;
Questionnaires are pre-tested and a pre-implementation report is produced;
Manuals:
Personalized and translated the Household Listing and Mapping of the ENHOGAR-MICS 2019, the manuals of the supervisors, measuring and interviewing persons, both for the cartographic update and for the field work;
CAPI application template:
The CAPI application template is customized by the data processing expert of the ONE, with the guidance of the UNICEF Data Processing Regional Consultant;
The secondary editing guidelines and the syntax of the Field Check Table are customized by the data processing expert of the ONE with the guidance of the UNICEF Data Processing Regional Consultant.
Listing and Mapping, Training and Fieldwork, and Data Processing:
The listing and mapping are planned and carried out for the ENHOGAR-MICS 2019, in accordance with the guidelines of the MICS model;
The training schedules are adapted appropriately to the country context, according to the MICS model;
The appropriate specialists are identified to facilitate the training (for example, nutritionists for training in anthropometry, survey experts for the methodology, etc.);
Contribute to training in field work;
Fieldwork and fieldwork monitoring visits are planned and conducted according to the MICS guidelines;
The Field Verification Tables are produced weekly, are immediately analyzed by the survey managers and the main results are reported to the field supervisors for the action. The Field Verification Tables are shared immediately with UNICEF;
The participation of UNICEF personnel in the monitoring of data collection is adequately organized;
The UNICEF Data Processing Regional Consultant receives the necessary information in a timely manner. Your possible visit to the country is well managed and coordinated with ONE;
The hardware is available for the CAPI application (data collection and components of the central office menu), and the software is installed correctly and a system of work, data transfer and back-up of data is established;
Supervise data processing and secondary data editing.
Data Analysis and Report Writing:
The Sampling Weights are included in the data sets, and are reviewed by the ONE sampling expert with the guidance and review of the UNICEF Regional Sampling Consultant;
The MICS tabulation plan and the standard syntax are customized and used to generate SPSS data sets and tables.
The Data Sets / Tables including the wealth index are reviewed substantially by technical experts (eg, sampling experts) and by ONE experts, as well as by the UNICEF MICS Team, before beginning the writing of the report;
Coordinate and contribute substantively to the preparation of the Results Report of the Survey (and, finally, to the Final Report), using the MICS template and in accordance with MICS standards, to ensure timely disclosure;
Ensure that the Survey Results Reports (and the Final Report) are submitted to the technical review process by UNICEF;
Support the coordination of printing and distribution of the Results Report of the Survey (and Final Report);
Support the organization of a national event, according to the parameters of the ONE, for the presentation of the Results Report of the Survey (Final Report);
Provide technical advice and guidance for the wide dissemination of the Survey Results Report (and Final Report) and the main results;


Deliverables

Monthly Activity Progress Report, which describes the activities undertaken during the month and highlights the problems encountered and the solutions adopted to mitigate them;
Field trip reports;
Presentations and training materials used in trainings, workshops and other meetings.
Estimated Duration of the Contract and Fees:

The consultancy must remain on board the process of the ENHOGAR-MICS 2019 until the Report of Results of the Survey (Final Report) and the file of all the documentation corresponding to the survey are produced. Without significant and unforeseen delays, the ENHOGAR-MICS 2019 survey could be completed in no more than 18 months. The consultancy will be developed for a minimum period of 11.5 months and a maximum of 18 months, depending on the time needed to complete the entire ENHOGAR-MICS 2019 process. The consultancy will be divided into two contracts, a first contract of 11.5 months and if necessary a second contract for the remaining time. Only candidates who can commit during this duration will be considered.

The offeror must indicate their monthly fees for services considering the cost of their stay in the Dominican Republic. This contract does not allow the payment of free hours, medical insurance, taxes and sick leave.

UNICEF reserves the right to withhold all or part of the payment if the performance is unsatisfactory, if the work / product is incomplete or not delivered, or if the established deadlines are not met.

Travel Requirements

During the contract period, the consultant is expected to travel within the Dominican Republic and to regional workshops related to the MICS model in other countries. Travel expenses for these transfers will be borne by UNICEF in accordance with UNICEF travel rates and policies.

Working conditions

The consultant will be assigned to work from the National Statistics Office (ONE), which will provide space, adequate working conditions with access to the Internet and the corresponding equipment, as necessary.


Confidentiality of data and MICS documents

The consultancy must respect the complete confidentiality of the data of the ENHOGAR-MICS 2019, as well as any specific document of the survey that occurs throughout the ENHOGAR-MICS 2019. The consultancy can only use the documents and the data sets for tasks related to these Terms of Reference.

Contract supervision

The consultancy will report directly to the Monitoring and Evaluation Officer of the UNICEF Office in the country.

Qualifications and Competencies

Education:

University degree in Demography, Statistics, Social Sciences, Economics, Epidemiology or any other related technical field.

Skills and Experience:

Minimum experience of 5 years in the coordination and / or management of quantitative household surveys. Preferably MICS or Demographic and Health Survey (DHS);
Strong computer skills and strong experience in statistical analysis (familiarity with data processing software and data analysis, particularly SPSS);
Preferably experience with CAPI data collection;
Experience in training and capacity to organize and facilitate training and presentations;
Experience in data analysis and writing survey reports.
Other competences:

Excellent communication and interpersonal skills.
Excellent oral and written communication in Spanish. In English it will be well weighted;
Familiarity and previous work experience similar in the country and / or in the highly desirable region.
Demonstrated ability to work in a framework of institutional diversity and multicultural environment, and establish harmonious and effective relationships, more specifically with the National Statistics Office (ONE);
Demonstrated leadership, management and supervision capacity; Ability and willingness to travel extensively in the country and attend regional workshops.
