Tenders are invited for Individual Consultant Financial Expert for the Support of Tpe / Sme Financed in the Context of Souk at-Tanmia.

After the 2011 revolution, the African Development Bank (hereinafter referred to as "the AfDB") launched, in collaboration with several partners (donors, public and private sector entities, civil society organizations (CSOs) and academic institutions), the Souk At-tanmia project http://www.soukattanmia.org/ (hereinafter referred to as "SAT"), which aims to combat the pressing unemployment problem facing Tunisia. The goal of Souk At-tanmiais to provide underserved entrepreneurs with integrated support by helping them to start or grow their own businesses. The initiative took the form of a partnership that leverages the expertise, network and resources of the various partners. With this structure and diversity of partners, the SAT initiative provides funding (in the form of donations) and non-financial assistance (training, coaching and support) to selected entrepreneurs. The day-to-day management of Souk At-tanmia's operations as well as the coordination of the partners' work is ensured by a Secretariat domiciled in the North African Regional Department of the African Development Bank.

Souk At-tanmia has so far launched three editions. The pilot edition, launched in July 2012 and closed in December 2013, supported 61 projects that generated more than 500 jobs. The second edition of Souk At-tanmia, launched on April 30, 2014, has rewarded 100 projects, which have created about 1200 jobs. In light of the positive results achieved and the renewed support from donors, the Partnership launched in March 2017 a third edition that reflects lessons learned from previous editions and international best practices. The 3 th edition aims to support 110 new businesses and create 1000 job positions by 2022.

Overall, Souk At-tanmia has helped to generate hope, stimulate youth entrepreneurship and create a new economic dynamic in the less developed regions of Tunisia. The experience has also created synergies and strong partnerships with local public and private actors (Banks, Public and Private Funds, ) in entrepreneurship and SME development in Tunisia.

To date, 161 projects have benefited from financial and non-financial support (training, coaching, mentoring, market access support, etc.). Reflecting lessons from publishing

As a pilot, the Partnership has taken a more pro-active approach to managing (i) the challenges faced by finalist projects and winning projects, particularly in fundraising, through close collaboration with banks and other non-financial institutions in closing their financing schemes and also ii) for the resolution of problems related to administrative procedures. Thanks to this effort, the Partnership managed to mobilize 8.3 million TND for the financing of the 2nd edition projects for a total of 3.6 million TND of donations allocated.

In 2019, the AfDB plans to create a regional platform in its North African Resource Center to coordinate the various entrepreneurship support activities in Egypt, Morocco and Tunisia. The platform will focus on the most disadvantaged entrepreneurs (youth and women) and work closely with SMEs and entrepreneurs to address the respective market failures. This platform is based on the experience and lessons learned from the implementation of the Souk At-tanmia program in Tunisia.

In this context, the Partnership seeks to recruit a financial expert who (i) will develop, supervise and coordinate the various measures put in place to support the projects of the third edition (in terms of disbursement of donations, monitoring of their projects and facilitation of administrative procedures) while coordinating with financial institutions and escorts; and (ii) contribute to the preparation, launching and implementation of a new Souk At-tanmia SMEsupport program called Souk At-tanmia Tatweer
