Background and Rationale Evaluation is defined as a process that achieves two goals. On the one hand, to report on how a project, policy or program has been implemented, to assess the results obtained and the impact on beneficiaries. On the other hand, that of fostering organizational learning about what works and what does not work in order to strengthen future strategic programming and extend the benefits of certain major programs and strategies to a large number of individuals, especially the most marginalized. It goes without saying that a good culture of evaluation in a country provides a more reliable orientation leading to more efficient management of financial resources. Otherwise, the evaluation also ensures that deadlines are met in the implementation of national programs and also enables national actors and public authorities to focus more on the results and the satisfaction of the beneficiaries. That said, the evaluation is still almost non-existent. in development projects and programs in Gabon. This deficiency has led to a systemic weakness, or even an absence of means and mechanisms to verify and ensure the good performance of programs implemented in the country. In light of this, the evaluation of public policies is becoming a major concern for the authorities, which is not entirely new. The celebration of the national evaluation day (JNE) of July 31, 2015 on the theme: "the evaluation at the heart of the issues of the politics of emergence", was an opportunity for the Government to reiterate the need for the country to strengthen its culture of evaluation in order to achieve the expected results under the Strategic Plan Gabon Emergent. In addition, the revised Constitution in Articles 36, 61 and 76 has placed the concepts of control and verification in a legal and institutional framework. This review once again highlights the need to evaluate the implementation and impact of public policies. To address these concerns, the Government, through the Ministry of Economy and in collaboration with UNICEF, organized a workshop on April 19, 2018 in Libreville on the theme: "The culture of public policy evaluation. ". The purpose of this event was to stimulate discussion around this theme and to have a roadmap to guide future actions. After some interesting discussions held during this workshop, the participants recognized the need to have a complete view of the legal and institutional framework of the evaluation, but also a diagnosis of existing tools and technical capacities. Purpose of the State of PlayThe purpose of this inventory is to guide national capacity-building activities and strategies, with a view to developing a national evaluation strategy. UNICEF and the Ministry of Economy will disseminate the conclusions and recommendations of the state of play to the following partners: üSecretariat General du Gouvernement: to take ownership of the findings and recommendations of the status report and facilitate discussions with the Government on the funding of the evaluation. üThe National Assembly and the Senate: to ensure that the evaluation is well taken into account and budgeted in the programs and projects submitted for validation. üThe Court of Auditors: so that it can strengthen its control system at all stages of implementation of development projects and programs.üThe PSGE coordinating office: For it to strengthen the coordination, their system of control evaluation of the PSGE and contributes to the strengthening of national capacities ü Economic, Social and Environmental Council: it ensures that the evaluation is well taken into account and budgeted in the programs and projects submitted to their assessment. üThe Constitutional Court: for information. It is within this framework that the Ministry of the Economy of Foresight and Development Programming is seeking technical and financial support from UNICEF for the recruitment of a National Consultant to carry out this exercise in Gabon. - ObjectivesGeneral objective: The general objective of this consultation is to identify the strengths and weaknesses of existing mechanisms and tools but also the practice of evaluation in Gabon. Specific Objectives: • The objectives of this consultation include the following: Review the institutional and regulatory framework for the evaluation • Conduct an assessment of evaluation practices • Analyze national technical capabilities and identify gaps in the evaluation fill; • Identify potential major obstacles to the institutionalization of the evaluation and formulate the recommendations.IV- MethodologyThe state of play will be based on the use of several qualitative methods, which will consist of a documentary review and a series of semi-structured interviews. structured with a number of stakeholders. Compared to the Literature Review, this will include an analysis of legislative texts as well as public policy and program documents that are available at the national level. The review will also include reports produced as part of the implementation of these policies and programs. V- Products expected from this consultationThe consultants must produce the following documents which will each time be validated by the steering committee: §Note de framing: who presents the methodology of the study and clearly explains how the proposed approach will provide the answers to the questions . The note should contain the data collection tools as well as the analysis plan. It will also include a proposal for a detailed chronogram of activities and the submission of deliverables. This document will be the first basis on which the consultant and the study leaders will agree. It will then be reviewed and validated by the technical committee that will be set up. ? A first draft of the report with a PowerPoint presentation to be used during a feedback session. The consultant team will incorporate comments received at the end of the presentation. §A final report: which will contain an analytical summary of 3-4 pages presenting a brief description of the context of the evaluation function in Gabon, the objectives of the study, an overview of the methodology, the main results, conclusions and recommendations. An executive summary will be submitted in French., The report will have to be synthetic. Its volume should be about 50 pages, without annexes. The appendices to the report will include collection tools, a table summarizing all comments received and explaining why and how they were integrated or rejected. The consultant should produce a report that meets the standards of the United Nations system. It should include the following elements: 1. Executive summary: The executive summary (3-4 pages) includes: - An overview of the subject of the study - The objectives of the study - The methodology of the study study-The most relevant findings and conclusions-The main recommendations. 2. Purpose and purpose of the study: The study should clearly describe the object being analyzed, including the logical model and / or the chain of expected results, implementation strategies and intervention, coverage of interventions, and key assumptions. The purpose of the study should be clearly defined, including why this study was needed at this time, what information is needed, who needs it, and how it will be used. 3. Methodology: The report should contain a clear description of the methodology and a full description of the stakeholder participation in the study. Conclusions: These should focus on the objectives of the study and the key questions, be fact-based and logically related to the results of the study and provide an overview of the identified significant problems and / or their solutions. Lessons learned are contributions to general knowledge. They must be well supported by the results and conclusions presented. 6. Recommendations: The report describes the process of developing recommendations, including consultation with stakeholders, and should clearly identify the target group for each recommendation. 7. Appendices: They must contain: ToR, • Good knowledge of current literature in the evaluation sector in general • Autonomy, ability to work under pressure and in a team • Familiarity with the national governance system.
