ASSIGNMENT DESCRIPTION

There is a clear scientific consensus that the natural world is under attack. The recent report from IPBES released in May 2019 states that one million species around the world are under threat of extinction as a result of human activities. It recommends the transformation of every aspect of our economic and societal system.

In 2014, the Global Environment Facility (GEF) adopted its 2020 strategy, which promotes a focus on underlying drivers of environmental degradation by seeking to catalyze transformation in key economic systems. To support implementation of the GEF 2020 strategy in the first phase, a Global Commons Alliance was initiated in 2016, which looked at how close we were to crossing planetary boundaries and potentially irreversible thresholds. The establishment of the Global Alliance was predicated exactly on the stark realization that, while the threats to the global commons climate change, biodiversity loss, the ocean, etc. were more urgent than ever, comprehensive solutions were not forthcoming for a range of reasons including, notably, lack of awareness verging on indifference, the difficulties of securing collective action at scale where benefits are long term and largely unpriced, and dysfunctional global governance.

Two strands of works informed the establishment of the Global Commons Alliance. First, the current state of science was distilled: how bad is the situation? How close are we to crossing planetary boundaries and potentially irreversible thresholds? What is the safe operating space for human economic activities? The second strand focused on solutions. In light of the pace of growth of the human economic footprint it has become clear that the present efforts to reduce negative impacts on an incremental basis are quite inadequate. Major change is required at the systems level.

In this next phase, the hired firm will work on the design and inception of a Systems-Change Lab. While there are numerous spheres of activity and leadership coalitions, nobody is looking across the piece and asking how goes the battle in terms of crossing behavioral thresholds. Nobody is systematically asking the question: what are we learning about what are the ingredients of major policy and behavioral changes? This shall be the purpose of the systems-change lab.

The hired firm will help set up a systems-change lab, which will (i) scan the horizon and distil the rapidly evolving understanding of what constitutes and promotes systemic change; (ii) provide an objective ongoing monitor of major efforts to reduce pressure on the global commons; and (iii) identify gaps and mobilize support to coalitions as they push towards tipping points.

The systems-change lab will research and monitor major make-or-break transitions underway, and the actions that a broad range of stakeholders (governments, private sector, investors, civil society) are taking to accelerate them. Transitions shall include for example the greening of commodity supply chains, reduction of food loss and waste, the electrification of transport, the densification of cities and the circularity of key value chains. It will map out and engage, as appropriate, existing multi-stakeholder coalitions focused on systems change. Where such coalitions are performing well, the task shall be to highlight and learn from them. Where gaps exist, the Lab shall engage to help find a way or make one. For this purpose, the Lab shall establish a group of high level Champions, CEOs and senior political figures, who shall be called into service for such tasks according to their comparative advantages.
