Tenders are invited for Improvement of Rural Roads (14.67 Km DBST/Concrete) in Takeo province


1. The Kingdom of Cambodia has received a loan and grant from the Asian Development Bank (ADB) toward the cost of Climate-Friendly Agribusiness Value Chains Sector Project, and it intends to apply part of the proceeds of this loan and grant to payments under the contract named above. No nationality restrictions apply other than any restriction arising from ITB 4.8.

2. The Ministry of Rural Development invites sealed bids from eligible Bidders for the improvement of rural roads in Takeo province (14.67Km DBST/Concrete). The total construction period is eighteen months (18 months).

3. National Competitive Bidding will be conducted in accordance with ADB`s Single-Stage: One Envelope procedure and is open to all Bidders without nationality restrictions.

4. Only eligible Bidders with the following qualifications should participate in this bidding:

• Average Annual Construction Turnover:
Lot 1: CW17b-CFAVC-MRD-TK3-2020 (USD2, 130, 400.00)
Lot 2: CW17b-CFAVC-MRD-TK4-2020 (USD1, 361, 000.00)

• Specific Similar Experience:

• Liquid Assets:

6. A complete set of Bidding Documents may be purchased by interested Bidders on the
submission of a written application to the address above and upon payment of a non-refundable
fee USD300 or its equivalent in Cambodian Riel being KHR1, 200, 000. The method of payment
will be through bank payment with the following details:

The Bidding Documents can be picked up or collected in person at the office of PIU/MRD upon
submission of letter-request from Bidder and proof of payment. The Bidding Document can also
be sent through email or by courier provided that the Bidder will pay for the courier services,
proof of payment can also be sent through the email address provided below. Other than
payment of non- refundable fee, there are no other conditions for the purchase of the Bidding
Documents.

8. Bids must be delivered to the address below on or before 19 April 2021 at 9:00 hours (local
time). Late bids will be rejected. Bids will be immediately open after the deadline for submission

9. All bids shall be accompanied by a Bid Securing Declaration as described in the ITB 16.2.
10. The Government and the Asian Development Bank (ADB) will respectively declare a firm
ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by
them, if they at any time determines that the firm has engaged in fraud and corruption as
described in ITB 3.
