Deadline for Submission of Bids: 28 February 2020 at 10:00 hours (local time)

1. The Royal Government of Cambodia has received financing from the Asian Development Bank (ADB) toward the cost of Rural Roads Improvement Project III. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Rural Development (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of the following contract package (“the Works”):

3. Open Competitive Bidding (International Advertisement) will be conducted in accordance with ADB-s Single-Stage: One Envelope bidding procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in the bidding:

5. To obtain further information and inspect the Bidding Documents, Bidders should contact
the address mentioned below during office hours from 8:00-11:30 hours in the morning
and 14:30 - 17:00 hours in the afternoon.
6. To purchase the Bidding Documents in English, eligible Bidders should:

• pay a non-refundable fee of US$ 300 (US Dollars Three Hundred). The method of
payment is direct deposit of cash to the account below:

The Bidding Document can be picked up at the office of PMU/MRD upon submission of
letter-request from Bidder and proof of payment.
7. Deliver your bid:
• to the address below (electronic submission is not applicable)
• on or before the deadline: 28 February 2020 at 10:00 hours (local time)
• together with a Bid Security issued by a reputable bank in Cambodia with the amount
as specified in the Bidding Documents.
Bids will be opened immediately after the submission deadline, in the presence of
Bidder-s representatives who choose to attend.
8. When comparing Bids, Domestic Preference will be not applied as stipulated in the
Bidding Document.
