Implementation of New Computerized Transit System (NCTS).
Implementation of New Computerized Transit System (NCTS)
Location – Europe (non EU), Montenegro (ME).
The objective of the contract is to provide technical assistance and support to the Montenegrin Customs Administration (MCA) to strengthen its administrative and operational capacity with the aim to meet the EU requirements regarding Convention on Facilitation of Trade in Goods (SAD) /Common Transit Convention (CTC) and Union Customs Code, and in future also other e-Customs initiatives.
The contract shall provide and implement IT solution of the New Computerized Transit System (NCTS), with all the necessary modules (Guarantee Management System, Risk Management System, Analytical Tool, Management System for Authorisation & Authentication of Users, Electronic Customs Clearance Gateway with Trader portal National Service Desk) for its functioning in the customs system of Montenegro in order to facilitate and speed up the transit procedure. This contract includes new architecture of the customs information system based on Enterprise Service Bus (ESB) and Service Oriented Architecture (SOA). The required IT solution and modules shall be designed, developed, tested, deployed and maintained. It is expected that all the solutions are open systems with the ability to upgrade new functionalities related to future projects, as well as opportunities to connect them with the existing customs system. Offered Enterprise Service Bus (ESB) should be commercially available product.
