The Government of Seychelles intends to implement a National e-Passport (Biometric Passport) Solution and is inviting tenders for the provision of same, comprising the following:

Design and production of the e-Passport booklet;
Supply of the e-Passport software product / license;
Provision of the server hardware (& related hardware) requirements (server sizing) for running the e-Passport solution in a fully protected manner. Onsite customization, installation and implementation of the software that will constitute the integrated e-Passport;
Onsite training of Department of Immigration and Civil Status staff in operating use the e-Passport solution aligned to the operational business processes of the different user groups
Interfacing of specific modules of the e-Passport solution to existing information systems or equipment;
Training of in-house onsite IT personnel to provide 1st and 2nd level support for the e-Passport Solution;
Provision of a 1-year Enterprise Level Support contract for e-Passport solution after commissioning of the system.

Main Conditions:

The tender is open to all registered local and international suppliers with experience in the implementation of an e-Passport Solution.
The bidder should be a certified (provide certified copy of business/company registration documents) and a registered entity.
The bidder should have experience in the implementation of an e-Passport Solution in at least one other country, which should be running satisfactorily for more than 5 years on the date of submission of the bid. A letter of satisfactory performance from the Chief Executive Officer or Administrative Director of the country’s Immigration Department in which it is running should be enclosed along with the bid.
The bidder should be able to provide samples of the e-Passport booklet.
The bidder should be able to demonstrate the application software for the e-Passport Solution at a location where it has implemented these systems, covering most of the functionalities upon request.
