Assignment Description

The World Bank requests Expressions of Interest to identify a Contractor to work on an impact evaluation study of innovative interventions aimed to support the school to work transition of low-income youth in Mexico by incentivizing their entry into formal employment, according to guidelines to be jointly developed by the firm and the World Bank. The consultancy will be for the Advisory and Analytics Services project Mexico Youth Labor Market Inclusion implemented by the World Bank and the Mexican government through the National Employment Services, the Ministry of Finance and the Ministry of Public Education.

The project Mexico Youth Labor Market Inclusion seeks to promote the labor inclusion and increase the earnings opportunities of targeted youthstudents in the last grade of Upper Secondary School in San Luis Potosiby supporting their entry into quality formal jobs in strategic productive sectors. The project builds on existing government labor market inclusion programs to develop an integrative systematic approach to youth employment, linking the supply and demand sides of the labor market.

A Randomized Control Trial (RCT) impact evaluation will be conducted. A random sample of targeted project participants (treatment participants) will be offered an intervention incentivizing them to find and/or stay in a formal job (henceforth incentive to formal employment). A monthly tracking exercise, by which all targeted participants will be contacted using different channels such as SMS, Facebook, WhatsApp, E-Mails, and phone calls (henceforth, high frequency tracking) will be implemented, and different activities will be tested to increase response rates.

The Contractor will provide technical assistance to work on the preparation and supervision of the proper implementation of the incentives to formal employment and high frequency tracking activities for the impact evaluation of the Mexico Youth Labor Market Inclusion project, ensuring consistency with the impact evaluation research design.

Qualification Criteria

· 1. At least 6 years of experience designing, coordinating, administering, implementing, and supervising Randomized Control Trials (RCTs) of social interventions. *

· 2. Experience monitoring the implementation and performance of at least three RCTs on the fields of education, youth inclusion, labor and/or adoption of new technologies in Mexico. *

· 3. Experience implementing and/or supervising activities involving communication with project beneficiaries using SMS strategies. Experience implementing and/or supervising at least two social interventions targeted at low-income youth and/or women in Mexico. *

· 4. Key staff with the following qualifications: 1. Lead investigator: PhD in relevant field, preferably economics or public policy. Minimum 5 years of project impact evaluation experience, Minimum 5 years of experience in designing and implementing quantitative impact evaluations using randomized or otherwise controlled designs. Relevant experience designing, coordinating and supervising the implementation of projects or programs focused on vulnerable populations in Mexico. *
