Request for Expressions of Interest for a consultant firm to conduct a follow-up phone survey covering approximately 7, 000 individuals in the provinces of Nord Kivu and Ituri

PWPs have been put in place to address temporary work shortages by providing assistance in post disaster and post conflict situations. They aim at mitigating covariate and idiosyncratic shocks; fighting poverty and guaranteeing food security; and serving as a bridge to more permanent employment. With the objective of contributing to the evidence of such programs in fragile states and particularly, measuring the impact on womens economic empowerment, the World Banks Africa Region Gender Innovation Lab (WB research team, henceforth) plans to conduct an impact evaluation of the Social Response to the Ebola Crisis program in Democratic Republic of Congo. The study will examine the impact of the program on outcomes related to employment, savings, health, food security, intra-household decisions, social cohesion, and social norms. The WB research team is seeking to contract a survey firm that will carry out a follow-up phone survey covering approximately 7, 000 individuals in the provinces of Nord Kivu and Ituri. The questionnaire to be applied includes approximately 40 questions. The firm will be responsible for:

Activity 1: Instrument Design and Preparation: finalization of the questionnaire and manual; questionnaire translations; obtaining permissions to conduct the survey; field activity protocols; recruitment of enumerator teams; bulk SMS mobilization.
Activity 2: Data collection: pilot data collection; follow-up data collection; survey supervision; monitoring of data collection; provision of an airtime incentive; monitoring the provision of the airtime incentive.
Activity 3: High quality database consolidation and presentation: provision of Android phones and tablets for data collection; organization and provision of logistical support to interviewers and, regular field reports and data consistency checks; cleaning, coding, and labeling of the final dataset.

This Request for Expressions of Interest is to solicit interest from a consultant (survey firm) to conduct the follow-up data collection activities for this project.

Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) Have considerable experience (at least five years) in managing surveys, preferably in managing panel surveys that involve repeated interviews with individuals over time. This includes the preparation of survey and training materials, training and supervising interviewers, data entry, maintaining records, and ensuring confidentiality of records; (ii) Have sufficient experience and capacity to manage survey logistics, including equipment, materials, and personnel, in rural areas similar to the targeted areas;
(iii) Have experience in data collection in Central Africa, particularly in Democratic Republic of Congo (DRC); (iv) Have experience in surveys with very low non-response rates, including impact evaluations; (v) Have experience with electronic data collection (CAPI, SurveyCTO, ODK), as well as with SPSS and Stata; (vi) Have proven experience in data collection by telephone.
