Expression of Interest are invited for Tunisia: Impact of Energy Subsidy Reform on Firms and Mitigation Measures.

The Tunisian energy system is facing multiple challenges regarding (i) energy security due to looming shortage with increasing demand and production constraints; (ii) high subsidization of energy products which undermines the financial viability of the sector; and (iii) increasing losses which raise the cost of service. The sustainability of the energy sector depends on a package of reforms, which includes gradual elimination of subsidies in parallel with diversification of energy mix, promoting energy efficiency, and improving the sector performance to enhance the sector financial and operational sustainability. A major concern is how to manage the impact of subsidy reform, particularly for firms. On the one hand, subsidy reform may affect firms competitiveness and profitability. On the other hand, energy price adjustments can motivate firms to innovate and adopt more efficient technology, which has other benefits to their competitiveness.
The study aims to analyze the impact of energy subsidy reforms on the profitability of firms in selected sectors, identify the coping mechanisms that are available to firms, and propose mitigation measures to reduce the financial burden for vulnerable sectors, while supporting their transition to the new price environment in the medium term.
The Consultant is expected to deliver (i) a literature review on the subject; (ii) an in-depth sector study (focusing on 3-4 industrial sectors and 1 service sector which are deemed most vulnerable; and (iii) policy recommendations on mitigation measures (focusing on energy management but can also include broader mechanisms to mitigate the impact on firms, workers, and consumers). The in-depth study will be based on data review, a survey on a representative sample of firms, and in-depth interviews/site visits of selected firms.
The World Bank invites firms to express their interest in providing the services described above. Interested firms must produce information demonstrating that they are qualified and experienced to perform the services. As such, they must justify that they have references of recent similar services.
The firm (or consortium of firms) must have international experience and local (Tunisian) expertise. Knowledge of the Tunisian energy and industrial sectors is essential. An international and a national firm can therefore submit a joint bid and provide a copy of the association agreement (specifying the lead firm and the focal point with the World Bank). The present assignment must be carried out by consultants with at least 10 years of experience in the field of industrial engineering and industrial economics and must show references of similar studies in other countries similar to Tunisia.
The consulting firm will need to provide the CVs and qualifications of the key personnel to be mobilized for this project (international and national).
Qualifications of the international consultants
- An energy specialist with at least 10 years of experience in industrial use of energy and industrial energy efficiency
- An expert with proven experience and references of at least 10 years in the field of energy economics, industrial economics, or public economics
- Very good experience in the analysis of various industrial processes
- Rich experience in analyzing the impacts of energy subsidy reform on firms in industrial and/or service sectors
- Any other qualification considered useful for the accomplishment of this mission
Qualification of the national expertise
- Proven experience in project coordination and strategic advice for industrial companies
- Rich experience in the management and analysis of surveys conducted with companies
- Very good knowledge of the institutional and regulatory framework governing the activities of the industrial sector in Tunisia, notably the Investment Incentive Code and the incentive framework for energy management.
- Experience and proven references in the field of energy management in the industrial sector
- Any other qualification considered useful for the accomplishment of this mission
