Request for proposals are invited for Hydro-Agricultural Development Project for the Safeguard of the SaïSs Plain - Environmental Monitoring of the SaïSs Aquifer.

Description of the Project and Mission:

The Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests (“MAPMDREF” or the “Client”) of the Kingdom of Morocco has obtained a loan and donations from the European Bank for the Reconstruction and Development ("EBRD" or the "Bank") and intends to use part of the amount of the donation to make payments under the following contract: Technical assistance from the Regional Directorate of Agriculture of Fes-Meknes ( DRAFM) from MAPMDREF for the Environmental monitoring of the Saiss Aquifer. The Project aims to provide enough water to restore the situation of the Saïss aquifer to its historic level, and to provide water for the irrigation of existing agricultural activities in the Saïss plain. The DOP, the Project Implementation Unit, is an administrative and technical unit of the MAPMDREF, created for the sole purpose of implementing the project. It is made up of officials from MAPMDREF, who are all experienced in implementing projects of this scope, and who are used to working with International Financial Institutions (“IFIs”). The Operational Direction of the Project (DOP Saiss) is part of the Direction of Irrigation and Development of the Agricultural Space of MAPMDREF.

The Client is looking for a consultant (the “Consultant”) to support the services of MAPMDREF in the environmental monitoring of the Project, by providing support to MAPMDREF, the Regional Directorate of Agriculture of Fès-Meknès, the DOP and the ABH Sebou to improve their knowledge of the Saïss aquifer, define the tools, equipment and systems necessary for monitoring it, and set up the institutional mechanisms enabling sustainable management of the Saïss water table (the " Mission ").

The Consultant will in particular design a geographic information system (“GIS”) to monitor water collection in the Saïss aquifer and measure the impact of the Project in the aquifer. The implementation of the GIS will be undertaken by a separate consultant under a subsequent contract.

The Consultant will also provide institutional support to help MAPMDREF and ABH Sebou in the implementation of new legal requirements in accordance with Law No. 36-15 on water as promulgated by Dahir No. 1-16 -113 from 6 kaada 1437 (BO n ° 6506 from October 6, 2016).

The Consultant will perform the following tasks:

define the roles and responsibilities of all stakeholders in the water management of the Saïss plain;
list all the information and data available on the use of water in the Saïss plain;
identify the gaps and missing information necessary to establish an effective water management system in the Saïss plain, and identify the missing infrastructure (hydrological measurement stations, weather stations, piezometers and carrying out pumping tests, etc.) .) necessary to provide adequate information on the use of water in the Saïss plain and its relationship with the aquifer,
propose an appropriate institutional arrangement, including the creation of a monitoring committee, in order to share information and make recommendations for decision-making;
develop the structure of a complete GIS to collect all the information relating to the current management of water in the Saïss plain, and share it between the stakeholders, with the following specific objectives:
improve physical knowledge of the region`s aquifer system;
strengthen the aquifer monitoring network in the Project region;
institutionalize the monitoring of aquifers in the Project region;
prepare the tender documents necessary for the implementation of the system (software, hardware and infrastructure);
assist MAPMDREF and ABH in implementing the new requirements included in Law 36-15 (carrying out field surveys, etc.).

Consultant selection procedure: one-step selection by open competition for a contract. Interested companies or groups of companies are invited to submit a technical and financial proposal.

Mission start date and duration: The Mission is expected to start in early 2020 and to last approximately 48 months .

Estimated cost of the Mission: 700, 000 euros, excluding VAT.

Depending on the availability of funding, the results obtained by the selected consultant and the specific needs of the Client, the Mission may be extended beyond its current scope.

Source of financing: the contract is expected to be financed by the Fund managed by the EBRD and FVC. The selection of the consultant and the award of the contract depend on the availability of funding.

Eligibility: There are no restrictions in terms of eligibility based on the consultant`s country of origin.

Submission criteria: In order to assess the skills and experience of the consultants seeking to be selected, each consultant will submit a Response in accordance with the Request for Proposals (RFP) below.

Selection will normally be made from Proposals received in response to this notice only, based on the selection criteria set out in the RFP. The highest ranked consultant will be selected and invited to negotiate the contract, subject to the availability of funding.

In the event of modifications to the DDP, the consultants will have to download the updated version of the document. Consultants are required to regularly verify the notice in the event of updates.
