In an effort to measurably improve UNICEF's ability to deliver better results for children, and to also support the Human Resources reforms, the Division of Human Resources (DHR), is embarking on a transformational process in a number of key areas, including streamlined and efficient talent acquisition, strategic HR business partnering, and results-focused performance management and career development. The HR Business Partnering Section requires the support of talented short-term HR Consultants (Business Partners) to share the responsibility with managers in delivering the goals and targets of the client Divisions.

Assignment Tasks

§ Formulate partnerships across the UNICEF HR community, in particular with different centers of expertise, to deliver value-added service to management and employees.

§ Promote HR initiatives that support organizational culture change, improved results and staff development.

§ Participate in major divisional projects and initiatives, in line with business- needs and bringing focus to UNICEF-s people management culture and values.

§ Liaise with the HQ Divisions, regional and country offices to support and contribute to corporate HR strategy formulation and global implementation.

§ Interpret and analyze HR data to help inform strategic decision making on HR processes and strategies.

§ Consult with HR management on communicating to clients current and planned changes in HR strategy, policies, regulations and rules.

§ In collaboration with business owners, help design and deliver HR solutions and tools to enhance staff-s ability to deliver and build skills in new areas.

§ Support the Chief of Section to develop and implement the annual work plan, setting priorities/targets and performance measurements.

§ Promote the organizational goals and targets for gender equity and cultural diversity.

§ Perform any other duties as required

The consultant is expected to undertake other duties as required and assigned by the supervisor. Exact tasks may be added or modified throughout the time period of the assignment depending on the workload and emerging priorities.

Qualifications of Successful Candidate

§ An advanced university degree in HR management, business administration, social sciences, education or related field is required.

§ At least 5-8 years of progressively responsible experience in human resources.

§ Fluency in English. Knowledge of another UN working language an advantage.

Competencies of Successful Candidate

§ Strong technical knowledge of the principles and concepts of human resources management.

§ Strong communication skills (written and oral) is required.

§ Strong understanding of data analytics.

§ Experience and ability to design and implement targeted and innovative human resources strategies to address clients- people-related needs.

§ Analytical and organizational skills, as well as good judgement.

§ Ability to facilitate difficult conversations in a considered and tactful manner

§ Ability to promote diversity in all HR activities.

§ Excellent knowledge of organizational and HR information technology systems and tools.

§ Ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated HR regulations and rules.
