Expression of Interest are invited for Hosting Puntland Local Government Institute.
Project: Puntland Local Government Institute
Puntland is structured in decentralized structure whereby the Local governments have elected council members and elected mayors and deputy mayors, decentralization is embedded in Puntland constitution, the Local government law No:7, and the decentralization policy, to implement such legal jurisdictions and policies, the government of Puntland have been building the capacity of the Local Government in the last ten years with the support of the partners of the UN Joint Programme on Local Governance and Decentralised Service Delivery (JPLG). the local governments are delivering local services, improving quality of life, reducing inequalities and are the drivers for peace, and building state legitimacy.
The Objectives of the Assignment The purpose of this assignment is to host the Puntland PLGI, which now is at its embryonic stage and is envisaged to provide Local government capacity trainings. The Ministry of Interior federalism and Democratization (MOIFAD) encourages local institutions across Puntland to apply for hosting the PLGI in partnership with the Ministry. Therefore, MOIFAD seeks expression of interest from candidates of institutions that are interesting in hosting the Puntland PLGI.
The hosting institutions will provide the following:
a) Signing a contract with MOIFAD for hosting the PLGI
b) The Provision of office and training facilities through the agreed standards
c) Provision of training equipment as per requirements
d) Provision of both logistics and administrative support this includes transport and
internet facilities under the guidance of PLGI Director
e) Facilitate PLGI forming partnership with other institutions in other Puntland regions
f) Support PLGI recruit trainers
g) Submit quarterly report about the status of the PLGI partnership to the MOIFAD
h) Submit end of the year progress report
i) Provide necessary information about the PLGI progress and challenges to the PLGI
oversight committee and MOIFAD
j) Support the PLGI to provide certificates and other credentials of course completions
and any other academic support
