Expression of Interest are invited for Hiring an International Consultant to Provide Two (2) Intensive Training Modules on the Content of the Certification in Public Private Partnerships (PPP) Called CP3P and Application of Certification Exams.

The Honduras Millennium Challenge Account (MCA-H) requires hiring the services of an individual Consultant to provide the following services: (i) develop training material, in Spanish, related to the development and management of Public-Private Partnerships (PPP), specifically material that serves as a basis and study guide for an examination related to the PPP Certification Process called CP3P, (ii) imparting two (2) PPP training processes for 60 people ( 30 people per process) specifically in the study guide for the Certification exam No.1 of Fundamentals in APP (Foundation Level) to the participants of different governmental institutions and of Civil Society competent in Honduras and (iii) to give the certification exam to the participants with the object that they have the option to be certified in APP, a Once the face-to-face training process has ended.

I PROFILE OF THE CONSULTANT (A)

Minimum requirements:
The consultant must have extensive experience in the field of Public Private Associations and must be accredited by APMG-International to carry out intensive training such as for the application of the Certification exam to the participants of said training. All the above in the Spanish language.

Academic training
• Graduate professional at the university level in economics, legal sciences, finance, business administration or related areas.
• Preferably with postgraduate studies or master's degree in economics, public policy or related areas.
• Have accreditation by the Multinational Management Accreditation Body (APM Group).
General experience
• General Professional Experience of at least 10 years
Specific experience
• Verifiable experience of at least 5 years in matters related to public-private partnerships, structuring of projects, in the public or private sector.
• Verifiable experience in the delivery of at least 3 trainings for public officials on Public-Private Partnerships.
• Verifiable experience in teaching at least 3 training courses for adults on issues of Public Private Partnerships.

II. SELECTION PROCESS
Millenium Challenge Corporation (MCC) requires all the beneficiaries of the funds to observe the highest ethical standards during the acquisition and execution of said contracts. The selection will be made according to the procedures established in the Contracting Guidelines of the MCC Program (For more information, see the Hiring and Selection of Individual Consultants page in P.1.B.3.9 and 3.10 and Fraud and Corruption in P1.B .1.20 and 1.21, posted on the MCC website www.mcc.gov ).
Interested candidates will be evaluated based on the requirements indicated in the Terms of Reference (TOR). The preselected candidates who meet these requirements will be invited to an interview (in person, by videoconference or by telephone). The selected Consultant will be the best qualified and must be fully capable of carrying out the task.
a) Eligibility
Recruitment is open to all eligible and qualified consultants with the exception of those who are excluded from participating in contracts financed by the World Bank and / or prohibited by United States Law, Executive Order or participation policy. in contracts financed by the Government of the United States of America.

c) Criteria and evaluation process
Stage I: Evaluate the request made from the CV and expression of interest of the applicant . The evaluation of the application will weigh 70 percent of the total score. Applicants who obtain a score of 80 points or higher will be pre-selected for an interview. The evaluation criteria of the application are the following:

Stage II: The interview will take place at the MCA Honduras office located on the 5th floor, Edificio Los Castaños, Tegucigalpa. Otherwise, a telephone interview will be organized.

Stage III: The Evaluating Panel will prepare a final report and calculate the Total Score according to the following formula:
Total score = Evaluation score of the application x 70% + Evaluation score of the Interview x 30%

BACKGROUND
In August 2013, in order to collaborate with Honduras to reduce the restrictions on economic growth related to the efficiency and transparency of the Government and at the same time help the country to return in the future to be "eligible for a second Compact", Millennium Challenge Corporation (MCC its acronym in English) and the Government signed a Threshold Program Agreement to be implemented through the Millennium Challenge Account Honduras (MCA-Honduras).
Within the Components of the Threshold Program is a Support Project for Public-Private Partnerships (PPP) processes. Within the framework of the Public Private Partnerships (PPP) project being developed by the Threshold Program and during the years 2017 and 2018, two Training Programs were executed on Structuring, Evaluation and Administration of Public-Private Partnerships taught by a group of international experts in PPPs .
The Training Program consisted of ten (10) modules. The Program was based on the Global Certification of Public-Private Partnerships (PCG) and covered the foundations of PPP, best practices around the world, case studies, specific topics from the selection and prioritization of projects, evaluation, structuring, contract administration, accountability, among other issues related to APP. The trainings were given to officials of Public Institutions that have interference and that are related to the execution of PPP Projects in the country and to Civil Society Institutions that are and may be veedoras of this type of Public-Private projects.
The public official and participant who completed and approved the ten (10) modules of the Training Program on Structuring, evaluation and administration of Public-Private Partnerships was awarded a diploma and could apply for the "Professional APP Certificate" under the auspices of the PCG
