1. Background and justification

The United Nations Entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls; for the empowerment of women, and for achieving equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, in peace and security. By placing women's rights as the central axis of their work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments to gender equality and transversality are translated into actions throughout the world. At the same time,

For the implementation of its actions, UN Women focuses on 6 priorities:

· Expand the voices, leadership and participation of women.

· Eliminate violence against women and girls.

· Strengthen the implementation of the women's peace and security agenda.

· Increase the economic autonomy of women.

· Make gender equality priorities essential in national, local and sectoral plans, budgets and statistics.

· Implement global norms, policies and parameters on gender equality and the empowerment of women, laying the groundwork for the adoption of measures by governments and other stakeholders at all levels.

Two international agreements form the basis of UN Women's work: the Convention on the Elimination of All Forms of Discrimination against Women, 1979 (CEDAW), considered as the Fundamental Declaration of the Rights of Women Women and the Beijing Platform for Action (1995) resulting from the Fourth World Conference on Women held in 1995. Security Council resolutions, 1325 (2000) on women, peace and security, and 1820 (2008) on sexual violence in conflicts are also fundamental references for the work of UN Women. A central priority framework is the

2030 Agenda of the Sustainable Development Goals (SDG), particularly SDG 5 "Achieve gender equality and empower all women and girls".

Uruguay is located in the group of countries of "High Human Development" according to the Human Development Report 2018. Likewise, in 2013 Uruguay became part of the group of countries classified by the World Bank as "high income" (only accompanied by Chile). and Antigua and Barbuda within the region) and in recent years, the Uruguayan State has steadily increased the resources allocated to social policies. Despite these advances, structural discrimination based on gender in strategic areas for development, place Uruguay in an unfavorable position.




Duties and Responsibilities

2.Context and objective of the consultancy

The economic empowerment of women is one of the central themes of UN Women's mandate. This concept is not limited to access to women's own income, but also to control the use of these resources and the ability to choose and make decisions in processes in which people become aware of their rights, abilities and interests.

In this sense, from the year 2018 the Project "Win - Win: Gender equality is good business" is being developed, a project of UN Women financed by the European Union Association Instrument and implemented in association with the European Union and the ILO to promote gender equality through the private sector.

The general objective of the program is to contribute to the economic empowerment of women, recognizing them as beneficiaries and partners of growth and development. On the one hand, it seeks to increase the commitment of the private sector (companies and employers' organizations) to gender equality and the empowerment of women, as well as to strengthen the capacities of companies to implement these commitments. On the other hand, the project aims to increase cooperation between companies led by women in Europe and Latin America and the Caribbean (LAC) to expand their opportunities.

The project will ultimately contribute to the achievement of gender equality by enabling women's entrepreneurial leadership, participation in the workforce, entrepreneurship, economic empowerment and, therefore, their full and equal participation in society. .

The program is aimed at companies and networks led by women, multinational companies and relevant stakeholders in Europe and selected countries in Latin America and the Caribbean, to promote business links, joint ventures and innovation among women from both regions, while supporting the interregional dialogue and the exchange of good practices to increase the capacity of the private sector more broadly in the implementation of business with gender equality.

The guiding platform of this project is the Women's Empowerment Principles (WEPs) created by UN Women and the Global Compact in 2010.

In Uruguay, there are still gender inequalities in various aspects of the business sector: participation of women in the labor market, wage gaps, promotion of women to leadership and management positions, percentage of unpaid hours in domestic and care tasks. In turn, the ratios of entrepreneurship and the export potential also vary radically between men and women. In this sense, knowing and promoting the existing tools for the development of trade opportunities for women entrepreneurs and entrepreneurs is fundamental.

In this context, with the objective of fulfilling the objectives of the WIN-WIN program, the UN Women Office in Uruguay makes the following call for the hiring of a consultant to support the activities and actions of the program in the communication area, strengthening of alliances, monitoring and reporting.

3.Objective of consulting

Within the framework of the second line of the project, the aim is to improve the capacity of companies to design and implement gender equality practices and to incorporate them genuinely in their corporate policies and practices. The objective of strengthening capacities and knowledge to support the implementation of gender equality in the private sector is also pursued, including reporting tools that allow companies to monitor and report on the implementation of their commitment to women's empowerment and Gender equality. Likewise, the exchange of knowledge through events, meetings, conferences, talks and workshops will allow companies to share and adopt effective business practices for gender equity.

To carry out these initiatives, it is necessary to have a consultant who supports communication, articulation, strengthening of alliances, monitoring and evaluation.

4. Expected activities and product / s

Under the supervision of the National Private Sector Specialist / Uruguay and in coordination with the Communications Officer of UN Women in Uruguay, the selected person must perform the following tasks and activities:

1. Support in the development and implementation of the communication strategy of the Win-Win Program in Uruguay, based on the Communication & Visibility and Knowledge Management Plan prepared by the person responsible for the Regional Communication of the Program.


2. Keep the database continuously updated and strengthen relationships and alliances with mass and alternative media and with individual journalists and influencers, sensitive to gender issues for the dissemination of the program's actions in the country.


3. Support in the organization of all public events and activities carried out within the framework of the Program.


4. Preparation of content (newsletters, press releases, dissemination notes, key messages), as well as production of communication materials (merchandising, publications, others) necessary for the implementation of the program, in coordination with the Communication Officer of UN Women Uruguay and of the Regional Coordination of the program.


5. Monitor and record the information coverage in the country on the subject of gender and companies.


6. Support the activities of registration, monitoring, reporting and evaluation of the program.


7. Maintain permanent contact with the communication teams of the Regional Office of UN Women in Latin America and the Caribbean and with the Regional Coordination of Communication of the Win-Win Program, as well as with the Communications Officer of UN Women in Uruguay.


8. Support the "outreach" of new companies interested in adhering to the Women's Empowerment Principles (WEPs by its acronym in English)

Product 1: Work plan, including the detail of activities to be developed and its corresponding schedule.



Product 2: Updated database of mass and alternative media and individual journalists and influencers sensitive to gender issues and report on the process of strengthening relationships and alliances.



Product 3: Document with summary of tasks and activities carried out, including reports of events and meetings held and news clipping, according to the format required by the regional M & E area



Output 4: Summary document of the "outreach" activities of new WEPs companies, including a report of the activities developed in the framework of joint actions with companies (CSR, communication and sustainability projects), as well as the survey of potential alliances.
