Expression of Interest are invited for Hire an Individual Consultant, to Design the Architecture of an Integrated National Public Procurement Information System, and to Assist HAICOP in the Choice and Supervision of the Provider Who will be Called upon to Set up the System.
The Republic of Tunisia has obtained, through the African Development Bank Group (AfDB), hereinafter referred to as the Bank, a grant to finance the cost of
" PROJECT TO SUPPORT THE OPERATIONALIZATION OF THE ACTION PLAN OF THE
REFORM OF PUBLIC PROCUREMENT "to strengthen the public procurement system to improve the management of public resources.
It is expected that a portion of this grant will be used to hire an individual consultant, to design the architecture of an integrated national public procurement information system, and to assist HAICOP in the choice and supervision of the provider who will be called upon to set up the system.
The services provided under this contract include:
• Conducting a diagnosis in terms of data needs and technical architecture of the existing information system of the HAICOP in order to set up an integrated National Information System on Public Procurement that meets international standards in the matter;
• Define the architecture of the new information system and propose two scenarios.
• The elaboration of the technical specifications of the Information and Monitoring System of
Public markets ; and
• Assistance to the HAICOP in the choice of the provider and subsequently in the reception and validation of the work and the deliverables of the project of implementation of the system.
To participate in this notice of expression of interest, the consultant must:
1- Hold a degree in computer engineering or information systems or equivalent;
2- Have proven skills in the field of ICT and in the development of computer applications; and
3- Have accomplished, during the last five (05) years, between 2013 and 2018, at least two (02) similar missions of conception of information systems.
Term of office: 6 months.
The High Authority for Public Contracts (HAICOP) invites individual Consultants
to apply for the services described above. Interested consultants should produce information on their ability and experience demonstrating that they are
qualified for the services (diplomas, reference of similar services during the period 2013-2018, experience in comparable missions, etc.).
The eligibility criteria, the shortlisting and the selection procedure will be in accordance with the African Development Bank's " Rules and Procedures for the Use of Consultants"in the use of Consultants (May edition). 2008, revised July 2012) which are available on the Bank's website at http://www.afdb.org .
The ranking of consultants will be based on the total number of similar service benchmarks achieved during the 2013-2018 period and their relevance. In case of a tie, the candidate with the highest number of relevant references will be favored. It should be pointed out that the consultant who will be selected at the end of this selection process will not be able to join the team of experts of the service provider who will be recruited later for the performance of the services.

Recruitment of an individual consultant for the development of the study and the design of an architecture of the National Integrated Information System for Public Procurement
1. Context of the mission
The Republic of Tunisia has received a grant from the African Development Bank to finance the project to support the operationalization of the action plan for the reform of public procurement.
A portion of this grant will be used to design the architecture of the integrated national public procurement information system.
2. Overall objective of the mission
The HAICOP has several sources of information including ADEB System, the platform TUNEPS or internal databases. In addition, it has a web portal for the mandatory publication of the annual forecast plan for public procurement, call notices
to competition and the results of the auction in order to allow suppliers of Administration to consult these data instantly.
To this end, the HAICOP intends to equip itself with a new system integrating the various existing systems and applications to be developed (including open contracting, open data, etc.) and offering spaces for exchanging information between different users for better management of public procurement information.
The overall objective of the mission is to recruit an individual consultant who will be responsible for the development of the study and the design of an architecture of a National Integrated Public Procurement Information System that meets international standards. Assistance to HAICOP in the choice and supervision of the service provider for the realization of the system.
The mission will cover all the functions of the public procurement information and monitoring system and will have to cover both the physical and organizational aspects as well as the information aspects of the system.
3. Specific objectives of the mission
• Diagnose in terms of data needs and technical architecture of the existing information system of HAICOP, with the aim of setting up a new Information and Information System.
Public Procurement monitoring that meets international standards in this area;
• Define the architecture of the new information system, propose 2 scenarios.
• Develop the technical specifications of the Information System and
Public Procurement Monitoring: hardware, software and licenses required (characteristics and financial estimate);
• Assist the HAICOP in the choice of the provider and subsequently in the reception and validation of the works and the deliverables of the project of implementation of the system.
To this end, the mission will focus on the following stages:
Step1: Existing Study and Needs Framework
• Visit the different departments of the HAICOP and carry out a diagnosis in terms of profession and information;
• Prepare a report on the current state of the information system (technical, networks, applications, materials, structures, processes, trades, data ...);
• Define the needs of users (internal and external and different actors) in terms of information on public procurement;
• Prepare a report indicating future directions and technical recommendations;
Step 2: Establish two scenarios for the new Integrated National Information System for Public Procurement
1- Modeling the new Integrated National Information System in

2- Identification of IT projects and actions;
3- Development of the action plan and estimation of associated budgets.
Step 3: Preparation of the technical specifications of the information system for the selection of an office for the implementation of the new information system.
Develop technical specifications for the development, implementation and implementation of the public procurement information and monitoring system (a system integrating the various management applications and providing spaces for the exchange of information between different users for better management and processing of information on public procurement)
Step 4: Accompany the HAICOP for the choice of the provider and for the validation and reception of the various phases of implementation of the system.
