Assignment Description

ASSIGNMENT OVERVIEW

The World Bank is supporting Madagascar in its Universal Health Coverage efforts, through analytical and advisory services and projects, and in coordination with other development partners.

One aspect of this support is related to health financing and public financial management issues, specifically to provide analytical data and analytical reports to the Ministry of Health, thus supporting decisions-making and adequate reforms in the health sector. A strong focus of the analysis will be on public financial management (PFM) in health, to assess the general financial flows relating to the allocation, release and spending of resources at MOH, provincial, district, and facility levels, covering all types of resource flows including general budgetary funds, resources from vertical projects, and internally generated resources.

The purpose of this consultancy is to implement a health survey at health districts, health facilities and health workers level (finalization of questionnaire, data collection, data entry and management, analysis of data). The survey will be conducted in eight regions with a sample of approximately 50 health facilities (sample and numbers will be updated in the ToRs sent to request proposals to firms shortlisted).

Specific topic areas the PETS will explore
Public financial management: The PETS will take a deep dive into the public financial management processes that govern the allocation of funds, internal controls, accounting and reporting, and general administrative issues that may underpin inefficiencies in the flow of funds.
Inequitable financing across regions: Regions with high rates of poverty have been found to receive lower budgetary allocations. This PETS should compare regions in different wealth quintiles to assess potential idiosyncrasies in the flow of funds.
Financing of outreach services. The delivery of services in remote areas especially during the rainy season is challenging. This theme should explore how outreach services are financed, including the training and reimbursement of community health workers.
Management and financing of human resources: Human resources make up a very large share of total budgetary allocations. A core recommendation of the previous PER was that human resources should be more equitably distributed across regions. Payment of salaries and wages will be explored, including equity, efficiency, and accountability implications. The PETS will also cover other issues including staff availability, vacancies, and staff turnover.
Management of drugs and medical consumables: this relates to issues such as the financing, procurement, and system of distribution for drugs, contraceptives, and medical consumables.
Immunization and management of vaccines: The PETS will include a dedicated section to immunization, which will inform a case study on the effectiveness of vaccine financing, procurement, deployment, and administration. The case study will be commissioned separately

Specifically, the firm will be responsible for the following aspects of the surveys:

Staffing
- Based on the firms best practices, recruitment and contracting of:
Interviewers, including interviewers with skills to assure data quality
Data Entry Operators (DEO),
Supervisors
Staffing plans will be subject to review by the World Bank Team.

Equipment and Logistics
- Securing of office and computer equipment for survey management and data entry.

- Procurement of survey related consumables/equipment (such as GPS units, etc.)

- Organization and provision of logistical support (transport, per-diem, etc.) to enumerators and supervisors during data collection.

- Ensuring proper maintenance and functionality of all vehicles and equipment.

Training
- Update of training materials and detailed interviewer manual and supervisor manual. Assistance in this task will be provided by the World Bank team.

- Training of the selected enumerators and supervisors for the administration of the questionnaires provided by the Project Team, and agreed upon by the MOH and the World Bank team.

Data Collection
- Conduct questionnaires and modules.

Data Entry
- Organization of questionnaire controls in order to ensure the quality of the information collected during survey implementation.

- Utilization of a computerized double-entry data entry template using CSPro software, or other software, with relevant quality control tools to ensure the quality of data entry. Assistance in this task will be provided by the World Bank Team.

- Supervision and verification of data entry process.

Data Analysis
- Analysis of the data and verify the quality of data produced.

The consultancy is expected to be implemented in 3 months, beginning in May 2019.

Eligible consulting firms (Consultants) are now invited to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Companies general information, description of similar consulting service and experience in similar conditions, the availability of the proposed qualified staff with CVs attached). To be eligible for shortlisting, the interested firms shall meet with the following criteria:

(i) Being eligible to provide consulting services to the World Bank (WB)
(ii) Having at least five (05) years working experience in related areas
(iii) Having technical and managerial capabilities to perform the consultancy
(iv) Having qualified key staff
