Request for proposals are invited for Hazardous Waste Management Services in Drilling & Workover Operations.

· BRIEF SCOPE OF SERVICES

o The scope of services is for provision of Hazardous Waste Management Services in Drilling & Workover Operations, including Naturally Occurring Radioactive Material (NORM) survey, transportation, storage decontamination and disposal in KOC-s Drilling & Workover Operations. The scope shall include the following:

§ The Contractor shall conduct ESIA and HAZID Studies.

§ The Contractor shall construct Temporary NORM Storage Yards in facility as assigned by the Company.

· NORM Survey

o The Contractor shall conduct NORM Survey in the Drilling & Workover Facilities.

o The Contractor shall measure the NORM Radioactivity in the Sludge / Soil / Scales / Crude Oil / Water Samples, associated with Company-s Drilling & Workover Operations, at respective Drilling & Workover Site and/or at decontamination Site as applicable, by necessary sampling and laboratory analysis.

o The Contractor shall measure the NORM Exposure to Company-s and Contractor-s Personnel associated with such survey Site or at decontamination Site in accordance with KOC.HE.024 guidelines in Appendix C to Contract Specification.

o The Contractor shall conduct NORM Survey on the retrieved tubing during the Workover Operations.

· NORM Decontamination

o The Contractor shall conduct off-site NORM Decontamination of the Contaminated Materials at assigned place by Company.

o The Contractor shall remove NORM Contaminated Soil / Sludge during decontamination.

o The Contractor shall transport the NORM Contaminated Materials / soil /sludge to the NORM Storage Yard at assigned by KOC.

o Waste stream considerations

· Identification of Permitted Facility capable of accepting NORM Waste outside state of Kuwait till permanent facility within state of Kuwait is identified.

· Coordinate Shipment of Waste as determined by Company outside state of Kuwait to the identified NORM waste permitted facility as per 1.1.4 d (i) above.

o Construct a decontamination facility at Company-s assigned Site considering minimal effect on Human & Environment to facilitate decontamination of NORM affected equipment and tubulars having capacity of cleaning minimum 100 joints per day.

· The scope of services shall also include the following:

· On-site Consulting for Safe Work, sometimes in NORM affected conditions to ensure safe rig and rigless operations

· On-site Contingency operations, Job Safety Analysis and Planning as needed.

· Root Cause Analysis Investigations & Reports - Special study as and when required.

· Safety Audits, Special study as and when required.

· Permit to Work job Supervision

· Confined Space Entry Supervision - As and when required

· Inspection of NORM affected equipment - as required during on-site consulting.

· Basic NORM Safety Awareness Training (as per relevant Local / international standard) with issue of certificates/ cards.

· Respiratory Protection Training

· NORM awareness refresher in house class room Training (English/ Arabic) for employees at KOC premises with issue of cards/ certification as per relevant international standard.

o The Contractor shall manage, direct, supervise, perform and control the above mentioned Services and all associated obligations and operations as described in this Contract and / or as instructed by the Company from time to time.

o The Contractor shall appoint a dedicated Supervisor / Manager who shall liaise and co-operate closely with nominated Company personnel to ensure that satisfactory progress and quality of the Services are achieved but shall be solely responsible for the quality and the timely execution of the Services.

o The crew shall consist of a Operation Manager, Sr. Radiation Safety Officer, Radiation Safety Officer, Radiation Technician, Forklift operator, Heavy equipment operator (Truck driver) and additional crew to handle contaminated equipment on rig floor. All Contractor-s personnel intended to perform Services under Contract shall be subject to prior approval by the Superintendent of Contract.

o Contractor shall be solely responsible for the operation of Contractor's Equipment including, but not limited to, transportation, testing, inspection, maintenance and repair. Contractor shall perform the Services on facilities and services provided by Company. Contractor is responsible for necessary power supply for operation of their remote mobile unit and other units in the areas where company power supply does not exist.

o The Contractor shall be responsible for safely loading, transporting, and unloading all loads carried by the Contractor-s trucks and vehicles.

o The Contractor shall fully comply with all the Company-s HSE policies and safety meetings shall be held on a weekly basis minimum and led by a senior supervisor with the Contractor organization. Records of all safety meetings shall be kept along with a list for attendances.

o The Contractor shall provide the monitoring data and other related observed data as per the company requirement.

o The Superintendent or the Superintendent-s Representative shall instruct the Contractor to perform one or more Job specifying the details of the job, the deliverables and the organization code of the requesting team.

o The Contractor shall provide the Services as and when instructed and on such locations on the Site as directed by the Company in each Service Order. The Company does not guarantee the extent, quantum, value or continuity of the Services.
