.1 this section describes the process for qualifying bids and includes proposal forms and
supplementary instructions to bidders for submitting their bids.
.2 the proposal forms provided at the end of this section form part of the rfp documents and
must be carefully reviewed and completed. Bidders responding to this rfp are requested to
submit a detailed proposal that covers the proposed products and services and pricing details
to demonstrate compliance of their bid with the mandatory requirements. A combination of
the technical submission and financial submission will constitute the proposal.
.3 objective of the bid qualification process:
.1 the main objective of the bid qualification process described in this section is to
verify the bid's eligibility through a review of the bidder's proposed products and
services for the supply and installation of energy metering systems at cfb halifax.
.2 compliance with the requirements of this section is mandatory and proposal forms
must be completed by the bidder so his submission can be properly assessed by the
bid review team.
.3 the proposal forms will be used to verify that the products and services proposed by
the bidder comply with the rfp mandatory requirements. Failure to meet the rfp
mandatory criteria will render the proponent's proposal non-compliant and will lead
