Section2: BACKGROUND AND REQUIREMENTS

2.1 Project Objectives
A well-structured website is one of the most important pre-requisites to create an exciting and
satisfying experience for end users. The e-Government program aims to upgrade and unify
efficiency provided by governmental entities to boost service recipient-s satisfaction. Good design
of a website isn-t limited to the visuals and colors only, thus eGovernment desired goal is to have
standardization and guidance to all governmental entities so that it provides same level of usability,
user experience, security, availability and accessibility.
The project objective is to:
? Provide standardization for implementing government entities websites/portals.
? Unify customer journey and experience.
? Enhance Gov. Websites Quality, Accessibility, Security, Availability and Usability.
? Provide reliable approach and mechanism for managing and updating websites content and
information, in a timely manner and easily upon request through governmental CMS
platform.

2.2 Websites Standards and Guidelines
The objective of defining the Standardization and Guidelines documents is to enable the
government providing the Highest Level of Customer Satisfaction as well as increasing the usage of
government Websites. MoICT and the Winning bidder has to agree on which of the recommended
standards must be followed as Mandatory by the government entities and which can be
recommended as Optional for them. The services and business nature provided by the Government
Websites has to be an element to consider by the winning bidder when developing the
Standardization and Guidelines documents.
Website Standardization and Guidelines shall be developed based on the world wide best practices
in web development, such as: Web Content Accessibility Guidelines (WCAG).
As a minimum, MoICT expects the following topics to be covered by the Standardization and
Guidelines documents;
