This is a sources sought for the purpose of refining market research



the theater contracting center, u.s. Army europe is looking for sources that can provide training services in the civil affairs area of expertise "governance/counter-governance (gov/c-gov)." the u.s. Government is looking for a comprehensive professional development seminar that includes the following points of instruction:



•- -europe-specific regionally-aligned and training in gov/c-gov concepts that align with civil affairs regimental priorities for professional development



-present concepts and tools that enable participants to better understand, and affect, governance systems in support of conventional and special warfare mission objectives



-course curriculum shall examine how power, resources, and norms are organized in state, non-state, tribal, civic, religious, corporate and other governance systems



-discussion of key concepts and typologies of governance contests in the systems of authority, reveal the strength and nature of power and legitimacy in governance systems as it relates to the social contract



-discuss civil power and social movement analysis, including assessment of a governing body and the systems of authority, rebel and state relationships, and layers of governance



-discuss a reliable method to analyze the posture and disposition of power and the authenticity in governance systems



-discuss key concepts of government and political network in nation-states, and the ramifications of modern dispute and warfare



-discuss effective means and ways to strengthen, dampen, or otherwise change a governing body in real world situations
