Tenders are invited for Governance and Strategic Development Consultant.

1. Background

The Global Justice and Research Project (GJRP), established in 2012, is a Liberia-based non-profit, non-governmental organization that documents war related crimes in Liberia and, where possible, seeks justice for victims of said crimes, with the full consent of the victims. Established in 2012, GJRP investigators have received high quality training from the Institute for International Criminal Investigations based in the Netherlands. The GJRP works in partnership with its sister organization Civitas Maxima, a Geneva-based non-profit, non-governmental organization.

As a way of remaining independent, the GJRP does not accept funding from governments or any other funder that could compromise its objectivity and integrity.

The work of the GJRP has led to the arrests of several Liberian alleged war criminals in Europe and contributed to two guilty verdicts in the U.S. Those cases attracted unprecedented attention to the impunity that still reigns in Liberia today and contributed to a real Liberian grassroots movement in favor of accountability. They have also attracted attention from prosecutorial authorities all over the world, who are increasingly asking assistance from GJRP with Liberian investigations.

In this context, the demands on the GJRP, previously solely an investigative organization representing victims and working discreetly on cases, have increased significantly. The young organization needs to consolidate and strengthen its governance and operational structure to keep up with increasing investigative demands. At the same time, it needs to build a sustainable growth strategy for the future in order to evolve into a leading human rights organization in West Africa and a major actor in the Liberian access to justice movement.

2. Responsibilities of the consultant

Phase 1 - There are some functions of the GJRP, for example fundraising, accounting and human resource management that are partially being done in Geneva by Civitas Maxima. GJRP requires external management, governance and fundraising advice from an expert as they integrate these functions. The first phase of the consultant’s contract would focus on GJRP’s current governance and on the strengthening of the organization and its existing structures.

Expected outputs:

· After familiarizing him or herself with the Liberian context and with the GJRP’s work, the consultant would come to Monrovia and shadow GJRP in everything they do to understand how the organization is managed. He/she could identify needs on all levels, including fundraising, human resources, accountancy, governance, overall management, office management, filing, organization, security, outreach, relationship with Civitas Maxima etc.

· He/she will then work on a written plan to be submitted to GJRP on how to restructure and strengthen the organization immediately. With this plan, he/she could return to Monrovia and assist the team in implementing it.

Timing:

· Phase 1 is to be carried out between October/November 2018 and March 2019.

· The consultant would work for 6 weeks full-time, including two two-week visits to Monrovia.

Phase 2 –

After the completion of Phase 1, the consultant will develop a second strategic plan for the GJRP that is long-term and focused on the future and GJRP’s changing role within Liberian society. As opposed to the very practical plan developed for immediate implementation proposed during the first Phase, this one would be developed with a view to the next five years and answer the question of how GJRP will define itself in both national and international contexts of the fight against impunity.

Expected Outputs:

· Interview not only all GJRP staff members and partners but also other civil society as well as government actors in Liberia.

· Based on this research, assist the GJRP with the development of a 5-year strategic plan that tangibly lays out how GJRP can continue to grow as an independent organization in a sustainable fashion to become the strongest human rights organization in Liberia and one of the most prominent civil society organizations in West Africa.

Timing:

· Time spent in Monrovia: approximately 4 weeks.

· Time spent working remotely on the 5-year plan: approximately 2 weeks working full-time.

· Phase 2 is to be carried out between April and July 2019.

Note: Phase 1 and 2 could be conducted by two separate consultants, depending on the expertise and availabilities of the candidates applying for this position.

3. Required competencies of the consultant

· At least 5 years experience working in capacity building and operational development, human rights and advocacy.

· Respect for other cultures and value systems, flexibility, ability to work independently and to take initiative.

· Previous experience working in West Africa, especially Liberia, would be a significant asset

· Previous experience working with criminal investigators would be a significant asset

· Ability to work independently and be proactive

· Excellent writing skills

· Utmost respect for confidentiality.
