Expression of Interest are invited for Ghana Pension Coverage and Supervision.

Some of the major challenges in expanding pension coverage to the informal sector are to make enrollment, collection, investment and payout of pensions, simpler, safer, cheaper and more efficient. These challenges are compounded in the case of Ghana, given the relatively higher level of labor market informality. For this reason, the World Bank is supporting the Government of Ghanas pensions regulator, National Pensions Regulatory Authority (NPRA), to develop the regulatory framework, technical and governance arrangements necessary to create broad coverage of sustainable, low cost, informal sector pensions.

The World Bank plans to hire a qualified firm of consultants to deliver an actionable informal private pension coverage expansion strategy, in addition to the development of new regulations, consultation and capacity building to support the implementation of the strategy. The expected tasks of the firm of consultants will include: i) Review of the informal sector coverage landscape and develop a reform roadmap; ii) Development of business model to expand pension coverage to the informal sector; iii) Development of new interoperability protocols for administration and payments; iv) Support the development of new regulations and standards, and; v) Delivery of capacity building, training and consultation internal to NPRA and external.

Qualification Criteria

· 1. Provide information showing that they are qualified in the field of the assignment. *

· 2. Provide information on their core business and years in business. *

· 3. Provide information on the technical and managerial capabilities of the firm. *

· 4. Provide information on the qualifications of key staff. At a minimum, provide information on the Team Lead, Pensions outreach/coverage expert, and the digital pensions/IT expert. *

Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
