Tender Details

The annual provincial aerial overview survey (aos) conducted by the b.c. Ministry of forests, lands, natural resource operations and rural development (flnrord) consists of fixed wing sketch mapping at a reconnaissance level of detail over the province's entire forested land base (including tfls, provincial parks, protected areas and private land but not national parks).



the survey is carried out by contractors who have been assigned specific areas to map, which typically following forest region boundaries (i.e., cariboo, kootenay/boundary, thompson/okanagan, south/west coast, skeena and omineca /north east). Program oversight and coordination is led by the provincial aos coordinator (the forest health officer and provincial forest entomologist) at the resource practices branch. Project implementation is supported by the provincial aos monitoring contractor. The monitoring contractor is responsible for conducting training, mentoring, quality assurance monitoring, data quality checks, and interpretation and summation of the data culminating in an annual forest health publication. Regional specialists are the contract administrators for the survey in their respective regions and are the main contact to provide feedback on survey timing and any issues with data quality coming from the survey contractors.



the gis services contractor is an integral part of this project. The survey season begins with the production of base maps supplied to each regional aos survey contractor. Base map plots are created at a scale of 1:100, 000 on the most recent geo-referenced landsat imagery which is then overlaid with features useful to the aos surveyors to provide spatial orientation and also to show where fires, slides, flooding and other disturbances occurred in previous years to avoid duplicate records (example in appendix 4).
