TITLE & REFERENCE NUMBER: Generator procurement Liberia, 2018/Dec 1/001

1. BACKGROUND/INTRODUCTION

1.1. Introduction Forum Syd Forum Syd is a Swedish civil society organisation working on advocacy and capacity building in Central America, south-east Asia, East and West Africa and Eastern Europe. Our Country office in Gbarnga, Liberia is opening and is looking for a stationary diesel generator.

1.2. Description of concerned activities and problems addressed Forum Syd will need a quality diesel generator for its new office location in Gbarnga City, Bong County.

2. PURCHASE

2.1. Purchase purpose, aims and objectives

A. A diesel generator with cover (not naked) to run the Forum Syd office in Gbarnga, with 4 ACs (new generation such as the LG Invertor models), 1 fridge-freezer, 10 laptops, light etc.

B. Secondly, you are also invited to quote for undertaking regular generator services in Gbarnga. The assessment will be considered as a combined package as well as a separate package depending on price and technical specifications.

2.2. Content and limitations

A 20-25 KVA with approx. 20 meters 25mm cable and fittings, connected to the main switch inside the office premises. A 20-25 KVA of reputable brand and standards such as Perkins, F.G. Wilson, Caterpillar, Lombargini or Listerpetter which shall be able to run min 4 ACs (12 BTU each) plus 1 fridge-freezer, light, 10 lap tops and other smaller appliances. Note that: Automatic cut-off and Voltage stabilizer shall be considered very favourably. Also required service intervals indicated in hours, and fuel consumption at 60% load should be indicated.

Note: Clearly indicate country of manufacture of engine, if any foreign parts such as alternator or water pump please indicate, and also indicate Country of assembly.

2.3. Delivery

Describe how the delivery shall be done; including such as formats, delivery method, installation, quality assurance, reporting Offering shall include transport to our office in Gbarnga, installation, cabelling and test runs as well as instructions of staff shall be done

4. BUDGET

Final payment/instalment will be made by bank transfer 30 days after delivery by tenderer and approval by Forum Syd. A first payment of initial costs can be approved.

The tenderer shall specify all fees and unit costs, excluding VAT.

5. TENDERERS QUALIFICATIONS

The tenderer is to meet the following expectations;

? Offer services/goods described in §2 above.

? Specify documented knowledge and experience required

? Environmentally sustainable development shall be taken into consideration and goods/services shall be produced and supplied in the most environmentally friendly way possible.

? Basic human rights as expressed in the ILO’s core conventions1, shall be given due consideration to.

? Not be bankrupt, be convicted of crime in the profession, not have been guilty of serious professional misconduct nor have tax liabilities. Swedish suppliers shall have a class F tax certificate for contractors.

? The tenderer must make sure that subcontractors, if any, follow the same expectations.

6. PROCUREMENT TECHNICALITIES

6.1. Tender Procedure

The assignment is subject to a price and quality comparison procedure, handled directly by a Forum Syd assessment group. The tenders will be assessed considering the following aspects;
? The contents of the tender (that all the required information is enclosed)
? The qualifications and experience of the tenderer
? Experience from working with different sectors
? The conditions for delivery proposed
? The cost for the tender

Questions concerning the tender can be posed to the contact persons indicated below until Nov 12, 2018 Forum Syd reserves the right not to accept any of the tenders submitted. In addition Forum Syd reserves the right to take references on the proposed candidate.

Forum Syd is not covered by the Swedish Public Procurement Act (LOU). This means that it is not possible to appeal against the decision of choosing a supplier and that Forum Syd is not obliged to disclose the procurement documentation after completion of procurement.

6.2. Documentation and information required

Tenders shall

? State the methods they intend to use to deliver and to guarantee the quality of their work.

? Confirm that they will be able to meet all expectations in §5.

? State the total cost of the delivery, specified in the form of unit costs per product, fees, and any other costs and possible discounts. All costs shall be given in Swedish kronor, excluding VAT.

? Propose a time schedule for the delivery.

6.3. Final date of Submission

The tender, including all required information is to be submitted to Forum Syd by ordinary mail (not by e-mail) (Address as per below) at the latest 2018, Nov 15.

6.4. Validity of the Tender

Tenders shall remain valid for a period of 60 days.

6.5. Submittal of tender
