GENERAL PROCUREMENT NOTICE CAMEROON Agricultural Infrastructure and Value Chain Development Project (AIVDP) Mode of Financing: Istiana`a (LLF), Istiana`a (OCR) and GoC Counterpart Fund The Ministry of Agriculture and Rural Development has applied for financing in the amount of US$ 57.80 million from the Islamic Development Bank toward the cost of the Agricultural Infrastructure and Value Chain Development Project (AIVDP), and it intends to apply part of the proceeds of this funding to payments for goods, works related services and consulting services to be procured under this project. This will be jointly financed by the Islamic Development Bank and the Government of Cameroon. The Project will include the following components: 1. Value Addition and Market Access 2. Agricultural Productivity Enhancement 3. Basic Social/public Infrastructure and Services 4. Capacity Building and Institutional Development 5. Project Management and Coordination Procurement of IDB financed components will be through International Competitive Bidding limited to Member Countries (ICB/MC), National Competitive Bidding (NCB) and National Shopping (NS). The Selection of Consultant will be made through Quality and Cost Based Selection among Short-list of member country firms (QCBS/LC). Individual Consultants among Short-list of local candidates (IC/LC) will be employed for the hiring of PMU experts and Single Source for the supply of specialized improved planting material. The financial audit for the project shall be through a Least Cost Selection among a shortlist of local firms (LCS/LC). Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009 and amended February 2012), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009 and amended February 2012).
